Council on East Asian Libraries Special Committee to Study Proposal for Comprehensive Review of LCSH/NAR/SAR Entries for East Asian Studies Materials : Its Findings, Recommendation, and Beyond Hideyuki Morimoto Columbia University Libraries
Introduction • Mar. 2004-summer 2005: CEAL Special Committee to Study Proposal for Comprehensive Review of LCSH/NAR/SAR Entries for East Asian Studies Materials • highlight of Special Committee work and future possibility
Background • spring 2003: communication between Dr. Eugene W. Wu and Dr. Tai-loi Ma sent to CEAL • summer 2003: Committee on Technical Processing submitted interoffice memorandum to CEAL President
Background--cont. • spring 2004: Executive Board discussed the Dr. Wu-Dr. Ma proposal, with wide ranging views expressed; EB established Special Committee to Study Proposal for Comprehensive Review of LCSH/NAR/SAR Entries for East Asian Studies Materials
Membership Special Member: Tai-loi Ma Ex Officio: Abraham J. Yu Members: Erica S. Chang Su Chen Shuyong Jiang Dawn Lawson Hideyuki Morimoto (chair)
Procedures • Pilot study of reviewing sampled parts of the LC/SACO and LC/NACO Authority Files • Survey of CEAL members, as to their view and availability for a production-mode project
Pilot Study--Literature Review • Eugene W. Wu (1996) • three LC reports • two RLG reports
Pilot Study--Assumptions • Full MARC records needed to be examined. • Without extensive programming and access to the full files set as a whole for manipulation, no a priori extraction of relevant LCSHs/NARs/SARs was conceivable at a tolerable efficiency score (recall + specificity - 1).
Pilot Study--Methodology/Operationalisation • N = 1,100 (p < .05) • randomly selected LCCNs (supplementary random sample of 220 OCLC ARNs) • detailed coding specifications with operational definitions for pilot study participants to follow • Dr. Ma's review of East Asian studies-related headings
Pilot Study--Estimated Total # of Authority Records • LCSHs est.252,252 records • NARs/SARs est.4,778,259 records • LCSHs intrinsically related to E.Asian studies est.7,568 records • NARs/SARs intrinsically related to E.Asian st. est.286,696 records
Pilot Study--Estimated Total Person-Hours • Estimated total person-hours for systematically retrieving and going through LCSH/NAR/SAR entries • LCCN approach: 288,415.96 person-hours • OCLC ARN approach: 82,357.82 person-hours
Pilot Study--Estimated Total # of Inappropriate Entries • LCSHs inconclusive • NARs/SARs • Chinese: inappr.rate9 % --> 12,901 records • Japanese: inappr.rate23 % --> 21,980 records • Korean; East Asian as a whole: inappr.rate 0 % --> 0 record
Pilot Study--Inappropriateness Observed • split file for the same individual without involvement of multiple bibliographic identity e.g., Saito, Hirosi, ╪d 1886-1939 (n 88156458 ) vs. Saito¯, Hiroshi, ╪d 1886-1939 (nr2004017191)
Pilot Study--Inappropriateness Observed--cont. • record incompleteness e.g., Sakauchi-mura (Japan) (nr 90018748 ): name change to Ibigawa-cho¯ (Japan) not reflected
Pilot Study--Inappropriateness Observed--cont. • incompleteness in cross reference evaluation e.g., Awaji pottery (sh 85010572 ): 008/29:b (x-refs.: Mimpei pottery; etc.)
Pilot Study--Inappropriateness Observed--cont. • heading formulation irregularity • punctuation irregularity e.g., Sumida-ku, Tokyo, Japan. ╪b So¯mubu. ╪b Bo¯saika (n 78014947 ) inconsistent with hdg. for the parent government body: Sumida-ku (Tokyo, Japan) (n 81084410 )
Pilot Study--Inappropriateness Observed--cont. • use of superseded cataloguing rules e.g., Nihon Tokushu Kyo¯iku Gakkai (n 79016121 ): 008/10:b
Survey--Literature Review • five CEAL-related reports
Survey--Assumptions • CEAL members interested in Dr. Wu-Dr. Ma proposal and/or issue of LCSHs/NARs/SARs for East Asian studies would take time to respond to a survey. • Web-based survey questionnaire should not be a deterrent to a response rate.
Survey--Methodology/Operationalisation • ten questions re opinion and availability indication for production-mode project participation • web-based survey form • availability of survey form announced through Eastlib • unit of analysis: each CEAL member
Recommendations • comprehensive review of LCSHs/NARs/SARs for East Asian studies rather unfeasible within 7,020 person-hours of participation by CEAL members • CEAL members should continue with incremental improvement, on an as-encountered basis, of LCSHs/NARs/SARs
Recommendations--cont. • alternative recommendation, if CEAL would still decide to undertake comprehensive review • exploring possibility of cooperation of non-CEAL members • exploring possibility of fund-raising to cover expenses for automatic identification of East Asian studies-related LCSHs/NARs/SARs
Communication with Proposal Originators • Dr. Wu's reaction to Special Committee's final report • Special Committee's response to Dr. Wu
Possibility of Future Collaborative Work • collaborative work with JULAC/BSC? • expansion of participants base in continued incremental improvement on an as-encountered basis: PCC participants outside CEAL membership, esp. HkUST cataloguers • PCC CJK Funnel Project: non-HkUST JULAC cataloguers (in addition to CEAL members currently outside PCC)
Conclusion • background • charges • membership • functions/organisations/procedures • LCSH/NAR/SAR sample record review project • survey of CEAL members • recommendations
Conclusion--cont. • communication with proposal originators • possibility of future collaborative work
