Background Locally, responsibility for some Public Health primary care sexual health services passed to Lincolnshire County Council in April 2013 (LARC, chlamydia screening, pharmacy based services). Through The Local Authorities (Public Health Functions and Entry to premises by Healthwatch representatives) Regulations 2012, the Council is responsible for commissioning comprehensive open access sexual health services. In April 2014, we commissioned Pharmacy Based Supervised Administration Service through a procurement process known as the Open Select List.
Since 1 April 2013, progress to date. Sexual Health Needs Assessment and Service Reviews. Engaging with providers, stakeholders and elected Members to review our commissioning plans. Working in partnership with Lincolnshire Local Pharmacy Committee (LPC) to agree the procurement process for Emergency Hormonal Contraception and Pregnancy Testing.

EHC and Pregnancy Testing Commissioning Intentions 2016/17 Maintain and expand Young Women’s (13-19) EHC and Pregnancy Testing provision in Community Pharmacy. Merge into one specification – more wide spread provision; inter-related services; clearer for patients. Pricing – Pregnancy testing remaining at £13 per activity inc cost of test. EHC increasing to £15 per activity plus £5.20 per supply. Continue with the use of e-forms to claim for activity. Declaration of Competence requirements. How will this be achieved from 1st April 2016? Commissioning EHC/Pregnancy Testing service through an Open Select Procurement Process. Offering a two year contract term to allow an opportunity for new LISH service to mature so services can be reconfigured if necessary by 1 April 2018. Reducing bureaucracy whilst maintaining regulatory standards. Sustaining/enhancing current service provision. Fostering close working relationships between the LISH service, General Practice and community pharmacy contractors to manage supply and demand effectively.
