  3. SAFETY PLAN • October 2003, Review Committee - Recommendation #3 “Third is the need for more formal safety planning. The circumstances of the installation in 2004 and 2005 present a significant risk of accident. Early, detailed, safety planning is needed to ensure adequate personnel training and full-time coverage by safety officers on all shifts for the duration of the installation. With appropriate advance planning, training, and staffing, the work can be conducted safely.”

  4. SAFETY PLAN • Safety Team and Coverage • Safety Training • Job Hazard Analysis • Tailgate Safety Meetings • Safety on agenda for Daily Operations Meetings • Safety Coordination - Fire Safety, Security, OHP, PRCS, ETC. • Management Safety Walkthroughs

  5. SAFETY TEAM • Team Leader is Sandy Pearson • Members include Frank O’Neill and Joe Kenny - Four additional team members are needed for the day and swing shifts • Candidates have been identified • Time commitment is two 8 hour shifts per week • BaBar Operators will be considered for Graveyard shift safety coverage

  6. SAFETY TRAINING • Accident Prevention Talk & Walk • IR-2 Safety Briefings will be conducted every day the first week • IR-2 Safety Briefings will be conducted weekly thereafter - Wednesday at 1:30 at IR-2 Cornelius - and as required

  7. JOB HAZARD ANALYSIS • Rigging Procedures and Job Hazard Analysis (JHA) have been completed for special purpose handling fixtures • Safety Review of these procedures and JHA has been accomplished

  8. TAILGATE SAFETY MEETINGS • Will be conducted at the start of each shift and as necessary at the beginning of new activity and operations • Review of the JHA with the crews is an essential part of the tailgate safety meeting

  9. DAILY OPERATIONS MEETINGS • Safety on Agenda at Daily Operations Meetings • A Safety Team Member will attend and communicate safety issues and concerns

  10. SAFETY COORDINATION • Fire Safety • Security • OHP • PRCS

  11. MANAGEMENT SAFETY WALKTHROUGHS • This is under consideration

  12. DESIGN SAFETY ISSUES • Flammable Component of Gas Mixture • Electrical/Electronics Final Design

  13. GAS MIXTURE • 3 components: Argon, Isobutane, and CO2 • Similar Gas Mixtures utilized on other Detectors • SLD: 2.5% Ar, 9.5% isobutane, 88% CO2 • ZEUS: 3% Ar, 8% isobutane, 89% CO2 • Final decision on mixture pending • Nonflammable mixture will be utilized • Hughes Associates providing consulting services for evaluation of mixtures

  14. GAS MIXTURE STATUS • Hughes Associates Inc. reviewed and approved the gas system proposal • Fire Protection Safety Committee review completed April 6, 2004 • Hazardous Experimental Equipment Committee (HEEC) review completed April 12, 2004 – final walkthrough before start-up is required

  15. FIRE HAZARD ANALYSIS (FHA) ADDENDUM • Hughes Associates Inc. is currently working on the second Addendum to the FHA • Recently received a description of the LST Electrical/Electronics – an issue to be addressed is do we need to provide VESDA coverage • Ed Budnick has committed to delivering the Addendum by the end of June • Submit to the DOE for Information Only

  16. ENVIRONMENTAL SAFETY • Bay Area Air Quality Management District (BAAQMD) issues SLAC a permit for discharge of VOCs • BaBar emissions may approach the limits of the permit • Monitoring the emission levels and coordination with the SLAC Environmental Protection Department is ongoing
