  1. Agricultural Water Use Reporting and Surveys North Carolina Department of Agriculture and Consumer Services Cooperating with the United States Department of Agriculture National Agricultural Statistics Service North Carolina Field Office

  2. Goal • Gather accurate basic water use data • While ensuring farm confidentiality • Document Agriculture’s % of usage • Foster informed policy decisions • Ensure predictable and fair access to water supplies

  3. NASS Administers • NASS administration of survey ensures • Confidentiality at individual farm level • Summarized data only at county, state, and watershed level

  4. Who will be surveyed • Farmers who reported >5K water use in any one day for any purpose on Census of Agriculture.

  5. Questionnaire • Screener questions to determine “eligibility” • Types of Water Use • Ag Livestock, Irrigation, Aquaculture • Daily Withdrawal Capacity • Ground and Surface • Eliminate lagoon irrigation • Eliminate irrigation from public water supplies

  6. Questionnaire • Monthly Totals (gallons) • Total monthly withdrawal • Maximum Day Withdrawal • % Ground And Surface Water • # days Ground and Surface used • OR Monthly Totals (Acre inches) • Avg # Acres irrigated • Total inches applied for month • Max inches applied for a day • % Ground And Surface Water • # days Ground and Surface used

  7. Survey Process • Mail • Phone Follow Up for Non-Responses • All farms with 10K or more will be accounted for

  8. Summarized Data • Watershed and County summaries • Confidentiality • Less than 3 ops • 1 report - 60% or more of total • Operation counts by type (lvstk, irr, aqua) • Daily Withdrawal Capacity

  9. Summarized Data • Monthly Totals • # operations • Total Avg Daily Water Use (ground & surface) • Total Max Daily Water Use (ground & surface)

  10. Survey Data Enables • Comparisons between water usage and weather patterns.

  11. Central Coastal Plain Water Use Weather Background • 2002 drought • 2003 bountiful rain • 2004 dry April – July, while fall was soggy • fall – 5 hurricanes, 1 tropical storm • 2005 adequate spring rains, drought in fall • 2006 timely rains for tobacco farmers • Increased water needs for Veggie & Nursery ops • Note increased irrigation needs seem to impact surface water demand more dramatically

  12. CCPUA # Ops Reporting >10K vs Capacity

  13. CCPUAAg Operation Types10-100 K

  14. Division of Water Resources Operation Types > 100KCCPUA Permitted CAPACITY

  15. DWR CCPUA REPORTED USAGERegistered & PermittedGround & Surface

  16. WE NEED YOUR HELP • ENCOURAGE YOUR MEMBERS TO REPORT!!!!!! • Via Mail Response as soon as report is received • Best accuracy • Reduces Cost • Reduces volume of phone follow up

  17. Survey Time Line • Surveys mailed out in early January • Phone follow up begins in February • Summarized report released by July 1st
