Terms of Reference • To keep abreast of developments in member countries • To priortise issues and concerns of members related to regulatory developments and emerging technologies • Develop CANTO’s position on emerging issues for approval by the Board • Identify areas for capacity development
Activities since January 2011 • Reports from members: • Digicel/ Claro Merger • Proposed Digicel / Claro merger creating stir in Jamaica. Contention that merger approval, without adequate safeguards, would result in the abuse of a dominant position. • Universal Service • St. Vincent has awarded contracts for Universal Service for the provision of broadband service to educational institutions. • Number Portability • Implementation phase – Cayman Islands • Consultation phase – Bahamas, ECTEL Countries, Trinidad & Tobago.
Activities since January 2011 • Reports from members: • Consultation on 700 MHz Spectrum • Turks & Caicos • Cayman • Review of legislation underway • St. Lucia - reviewing HIPCAR legislation with providers – Licensing, Interconnection and Universal Service.
Activities since January 2011 • Four conference calls: • Handover to and Introduction of new Chairperson – Melesia Sutherland Campbell from Glenda Medford. • Whether CANTO should prepare position paper on: • number portability • unlicensed operators • CANTO Regulatory Workshop held from March 14 -17, 2011 in Trinidad.
Activities since January 2011 Unlicensed Operators • Concerns: • Operators provide service from overseas so there is not much that CANTO can do. • Action: • Matter, in effect, struck from agenda.
Activities since January 2011 Local Number Portability • Concerns: • View that position on Local Number Portability, between larger operators, is so divergent as to preclude any meaningful position on Number Portability. • Action: • Further deliberations to be held on matter with wider group of stakeholders.
Activities for next 6 months • Updates in members’ markets • Research and prepare a position paper / Information Paper on: • Local Number Portability • Review existing agenda for continued relevance. • Identify areas for capacity development.
Final words… • Operators encouraged to actively participate in committee • Send suggestions for position papers and workshops to Secretariat
