Address URGENT Threat from potential Terrorists who may try to take advantage of current Mississippi vulnerabilities. 2. USCG is overwhelmed with Post Disaster recovery efforts and overwhelmed. Profiling thru credentialing and validation. Determination of Mississippi River Blue vessel traffic, accreditation and credibility for validation. Determination of cross functional Rules, Suspicion Indicators and Aggressors Method of Operation for nefarious operators. Integration of CATE as an Emergency C4I tool. 24/7 Screening and alerting on donor ships to ensure no potential threat strikes during recovery. Channel Logistics: • CATE IOC within 7 days covering Port of New Orleans to Port of Baton Rouge. • Integrated Technology operational, 10 days of ATP. USCECOM: • Provide Network backbone to support operational deployment and C4I.
