MIC Goals • Proposed MIC Goals for 2013 – 2014 • Several new items have been added for MIC consideration • Primary focus on reliability and commercial impacts • Goals have been posted for comment until the end of the month • Discussed WECC bifurcation and the need to review the MIC organizational structure going forward • Support the WECC bifurcation activities • Review the Market Interface Committee organizational structure and make changes as deemed necessary based on industry evolution • Provide subject matter expertise to the WECC Members Advisory Committee (MAC), the RCCO MAC, the WECC Board of Directors (BOD), and the RCCO BOD on both an as-requested and on a self-initiated basis
Taskforce Updates • Energy Product Codes Report • MIC members discussed the draft INT-018-WECC-RBP-1 • The document contains a number of terms that require definition • The group discussed the proposed language for the definition of WR3.1 G-F: Firm Energy • The MIC was unable to reach agreement on what should be included in the definition of Firm Energy • The document will be posted for comment until the end of August. • Enhanced Curtailment Calculator Advisory Committee (ECCAC) • The ECC Cost Benefit Analysis which has been presented to the Finance and Audit Committee (FAC). • The FAC is evaluating inclusion of the ECC tool in the 2014 WECC budget. WECC currently uses webSAS for congestion management. • The WECC RC in conjunction with the ECCAC have identified four deficiencies in the current webSAS program including: • lack of real-time transmission topology • failure to account for non-tagged uses of the transmission system • lack of real-time generation outage topology • lack of POR/POD granularity for e-Tag evaluation • The cost per year has been estimated for each of these deficiencies • The total costs are estimated at $1,230,898 annually
Taskforce Updates (2) • Unscheduled Flow Accounting Subcommittee (UFAS) • There has been a decrease in Unscheduled Flow Events in 2013 compared to last year • UFAS will be doing an evaluation of 2012 events on Path 30 similar to the evaluation that was done for Path 66 • UFAS is looking at a new methodology for dues calculations in hopes of simplifying the process. • Reliability Based Control (RBC) Task Force • White paper has been posted • Open discussion on the RBC findings and Data issues encountered • VGS Operating Reserve Task Force • The group is in the process of analyzing the benefits and tradeoffs of different operating reserve calculation methods • The Department of Energy has provided funding for NREL to perform the study • Discussed the FESTIV tool (Flexible Energy Scheduling Tool for Integration of Variable Generation) • MIC is following this effort to understand the commercial impacts
Reports and Other Activity • Panel Discussion on EIM efforts within the WECC footprint • Commissioner Travis Kavulla gave an update on the Public Utility Commission (PUC) EIM Group • Jim Price gave an overview of CAISO and PacifiCorp (PAC) EIM efforts • Scott Kinney discussed some of the results of the NWPP EIM analysis
General Updates • Gas-Electric Coordination Updates • FERC is looking at each region to determine what level of coordination is taking place between the gas and electric industries • Discussions have taken place regarding coordinating the scheduling practices of the two industries • A WECC Gas-Electric Coordination meeting will be scheduled for later in the year. • Data Sharing Update • WECC staff have been working with RPIC to review WECC data sharing policies • The group is interested in making certain types of data (maps, base cases, projected demand and energy data, and operating information) more readily available • Currently, many types of data are only available to WECC members, but non-members also need access • MIC members discussed the possibility of sharing historical transmission data as well as the need to balance open access to data with legal considerations
