ASAS and ADS-B • Aena take part in a number of projects related to ADS-B enabled applications (including ASAS), among which: MFF (Mediterranean Free Flight) MEDUP (Mediterranean Upgrade Programme) and will participate in C-ATM (Cooperative Air Traffic Management) SEAP (large Scale European ADS pre-implementation Programme)

Benefits • BENEFITS EXPECTED • Increase efficiency of operations • Increase capacity (?) • ASAS Spacing: • promising in TMAs and some use in en route • special case: oceanic airspace • Airport surveillance: safetybenefits
Expectations and Concerns • ASAS-TN • ASAS is part of PACKAGE I • BUT… PACKAGE I includes ground surveillance applications • Implementation of ONE of them paves the way for the other • ADS-B PACKAGE 1 • ASAS PACKAGE 1

Concerns • CONCERNS • Need of clear and HARMONISED operational concepts and procedures…. • Sharing of responsibilities has to be very clear • Package Idelegation of tasks BUT no delegation of responsibilitybenefits? • How to deal with aircraft of different performance ? • Sequences in-descent are to be created for each specific environment (converging flows…)detailed studies
Concerns • CONCERNS • Where to start?: • (too) many new ideas: • Free Route, Free Flight, Transitions between different areas, ….. • ……Co-operative ATM, SWIM, dynamic sectorisation… • Can we start just in current environment: • Start “simple” • fixed routes • in particular areas • ….and then implement it together with other “new ideas” • ?
Concerns • CONCERNS • Different technologies competing: • We should have clear operational concepts and requirements and THEN we should allow each possible technology to demonstrate their compliance. • The selection of a technology…CAN BE DONE WITHOUT CLEAR OPERATIONAL CONCEPT? • The deployment/installation of new technology (ground and air coordinated) is always very SLOW. • What if wrong initial choice and deployment……..?
Conclusions ASAS Operational Improvements: Dream or Reality ? • Further work has to be done to define the requirements expected (or needed) • Further work is to be done on new standard procedures • Further work is to be done on safety implications • .... Many uncertainties are yet to be solved BUT • Operators consider that ASAS Operational Improvements will be a reality • ASAS combined with the other ADS-B enabled applications will provide important benefits to users
Final remarks • The initial implementation (or pre-implementation) of package I applications (including ground surveillance) should be properly focussed. not linked to the introduction of other new concepts/ideas if linked to other issues high risk of making the problem too complex and thus nothing actually implemented • The work already carried out should form a good basis to carry out initial trials • New projects like C-ATM and SEAP will allow demonstrations of these applications
Final remarks • Commitment ..to carry out trials? ..to deploy infrastructure (stationsfull/partial coverage)? ..to change the ATM system? ..to implement new procedures? linked to cost-benefits …and airlines equipage
