  1. Objective : To enhance livelihood security in rural areas by providing 100 days of guaranteed wage employment in a Financial Year to every house hold whose adult members volunteers to do unskilled manual work.

  2. This work guarantee can also serve other goals like- • Generating durable assets • Protectingthe environment & management of natural resources • Empowerment of rural poor • Reducing rural urban migration • Fostering social equity • Organisingunorganised sector.

  3. Paradigm shift • Statutory guarantee of wage employment • Right based approach • 15 days time limit for providing employment • Demand driven not allocation based • Provision of unemployment allowance.

  4. Incentive - 90% of the cost is borne by Govt. of India. • Disincentive – Unemployed allowance is borne by the State Govt. • Inbuilt transparency safeguards • Accountable Public delivery system

  7. Eligibility for Registration and Employment • All rural households • Household means a nuclear family and also a single member family • To register the adult member should be • Local residents • Willing to do unskilled manual work. • Apply as a house hold at the local GP. • 100 days guaranteed employment to be shared within the house hold.

  8. Application for Registration • Plain paper / application form / oral request. • Names / age / Sex / SC/ ST status • Verification regarding local residence in the GP, household as an entity, age -within 15 days. • Registration is open through out the year at the GP office • After verification the details to be entered in the registration register in the GP.

Application for Register… • Copies of registration applications will be sent to Programme Officer. • Gram Sabha of register workers to be held. • In case of incorrect information the matter is to be referred to PO or the GP for final decision, cancellation lists, if any, to be made public and should be presented in the Palli sabha / Gram Sabha.

  10. JOB CARD : • GP to issue Job Card to every registered house hold within 15 days of receipts application for registration. • Critical legal document – helps to ensure transparency and protect labourers against fraud • Photographs of adult applicants to be attached . • Cost of Job Card and photographs – Part of programme cost • Job Card is to be in the custody of household • Valid for 5 years • Provision of addition / deleting • GP to undertake annual updating exercise.

  11. JOB CARD… • All addition and deletion made in registration registers is to be readout in Palli / Gram Sabha and GP to send a list of this to the PO. • In case of loss or damage duplicate Job Card is to be issued on application. GP to process the application in the manner of a new application. • Grievance against non- issuance of job card may be brought to the notice of PO and shall be disposed of within 15 days.

Application for Work • Application to be submitted to GP. • PO as a fallback option • Application in plain paper or printed proforma should include • registration number of the job card • date from which employment is required • number of days of employment required • Single application for number of days in different periods during the year.

  13. Application for Work… • Joint application may be submitted by several applicants • GRS to record in the application form and employment register of a person prevent himself in the GP office to indicate willingness for work . • A job card holder may apply for work on worksite. - mate of enter his name in the MR by GS in the application form. • Dated receipts of the application for work must be issued to the applicant. • Information on new application for work to be intimated to PO by the GP at least once in a week.

  14. Allocation of Employment • GP / PO to direct the person for employment • If several members of a household are employed simultaneously, they should be allowed to work as the same worksite. • They may be allocated work on different worksites in unusual circumstances. GP in this case, to ensure preventing of the Job Card at both worksites. • GP to inform PO, if it is not possible on the part of GP to provide employment.

  15. Allocation of Employment… • Work beyond 5 Kms. – 10% Extra • PO will allot work - Inter GP Works • Information sharing between PO & GP – in a prescribed format on weekly basis. • Priority to Women – 1/3rd beneficiaries shall be women. • Disable person - suitable to his or her ability & Qualification.
