ESPON and the ESDP process • The European Spatial Planning Observation Network (ESPON) is closely linked with the European Spatial Development Perspective (ESDP) • ESPON was established in order to support the ESDP process • Therefore, ESPON can not be understood without knowing the basics of the ESDP process • ESPON differs from a classic consultancy approach and at the same time it differs from a pure scientific research programme • In this sense it can be argued that ESPON is a process sui generis, building on existing research results (and sometimes filling gaps through own research where such results do not exist) aiming at organising a solid scientific support for European policy formulation and implementation in the fields of spatial development
ESPON and the ESDP process • There have been four consecutive models for implementing a European spatial planning research network: • 1994-1999 Network of 15 research institutes appointed by their national ministries • 2000/2001 Study Programme on European Research (SPESP) (Network of 15 National Focal Points) • 2002-2006 ESPON 2006(Programme and Project based) • 2007-2013 ESPON II(how will the future ESPON II look like?)
