    1. Reviewing Circular 1/94

    2. Project Aim To produce new guidance to replace the sections of Circular 1/94 that relate to RE and the role of SACREs in relation to RE

    3. Scope of the Review The new guidance will replace the RE sections of Circular 1/94 and those parts of the sections on SACRES and Agreed Syllabus Conferences, public accountability and teachers that relate to RE. The guidance will not cover collective worship, which may be considered separately at a later date.

    4. The new guidance will take into account changes in law, policy and practice since 1994, and in particular the non-statutory National Framework for RE published in 2004 and the new duty on schools to promote community cohesion, which was introduced in 2007. It will also consider the impact of related issues such as human rights legislation.

    5. The new guidance will set out the legal requirements relating to RE for different types of school and will be based on the principles of good religious education which apply to all settings.

    6. Method. A steering group with broad representation will shape and discuss guidance material; A writing group will produce draft text. The two groups will meet as set out in the timeline. There will be opportunities throughout for consultation with key constituencies (in confidence rather than with full memberships of organisations) followed by a full formal consultation carried out by the DCSF in April/May 2009

    7. The Writing Group Will: draw upon existing sources where appropriate, take account of legal and contextual changes since 1994, build upon the non-statutory national framework, and liaise with DCSF lawyers to help clarify and interpret legal and other requirements

    8. The Steering Group Its membership is drawn from faith traditions and professional organisations which are represented on the RE Council. It has met to initiate the work, then will meet twice more to consider work in progress, leading to a fourth meeting to agree a consultation draft. Finally it will meet to consider consultation responses.

    9.     10. Writing group members Partnership between the DCSF, QCA, Ofsted and the REC throughout the process will ensure that the new guidance meets required standards. Chair: John Keast (DCSF/REC) Members: Alan Brine (Ofsted), Mark Chater (QCA), Sarah Smalley (REC), Elaine Sweeney (DCSF) Sarah Smalley will provide the group with executive and administrative support.

    11. Steering group members rationale: 2 representatives for faith and belief community groups represented on REC Board, 1 each for other traditions with REC membership; 2 each for larger professional associations and 1 each for smaller ones. In some cases members will have a dual role

    13. The key responsibilities of the Steering Group Consider and discuss the content & structure of the new guidance, working closely with the Writing Group; Advise on issues of specific relevance to their communities or organisations; Within any confidentiality arrangements agreed by the Steering Group, update their communities/organisations on progress with this work and ensure any concerns/issues are fed back to the Steering Group; Recommend to the DCSF draft new guidance for consultation; Assist DCSF in addressing issues arising from the consultation so that agreed guidance is published within agreed timescales.
