National Oil Corporation of Kenya Our Values Overview • The National Oil Corporation of Kenya is a public limited company incorporated by the Government of Kenya in April 1981 under the Companies Act, Cap 481 of the Laws of Kenya - with both upstream & downstream participation Our Purpose • We provide stability in our markets by commercial importation, distribution, sales and exportation of energy products. We are charged to be fiscally responsible and to earn a fair return on our commercial activities. • We facilitate and participate in the exploration and exploitation of petroleum products on behalf of the Kenyan people. • We are Kenya’s agent for national energy data, petroleum laboratories, and the development of alternative fuels. We are a trusted advisor to Kenyan energy policymakers.
National Oil cont’d… Upstream Mandate The Corporation facilitates and participates in the exploration and expected future exploitation of petroleum products on behalf of the Kenyan people through the following activities: • Oil and gas exploration • Oil exploration data custodian • Coordinate and facilitate PSC negotiation • Monitor oil exploration activities in the country • Advise the Government in petroleum matters • Implement GOK policies in oil exploration • Geochemical Laboratories and Core Storage
Data Management National Oil is the Government's agent for national energy data (oil and gas ) • The data sets dates back to 1950’s and comprises of Well reports, Seismic Data, Well Logs, seismic sections, Observer Logs, Oil samples, ore cuttings, cores (hard & soft copies). • Data is mostly in paper format and/or CD/DVD’s, 9-track tapes, 3590 data Cartridges for recent data.
Data Legislation • Kenya uses Production Sharing Contracts (PSC) • The Kenya PSCs are based on Petroleum (Exploration & Production) Act, CAP 308 • PSC’s are negotiated by the National Fossils Fuels Advisory Committee (NAFFAC) and signed by the Minister for Energy • By legislation, Operators submit a copy of data & information obtained during exploration to the Minister for Energy . • Ministry of Energy has appointed National Oil is the custodian of all exploration data
National Data Center (NDC) Project Objectives • Secure petroleum exploration assets in digital format • Implement integrated data management systems that support internal & external IT strategies • Provide global data access to quality digital data. • Attract oil and gas exploration investment globally. • Improve overall productivity • Mitigate the risk of losing data • Reduce data management costs.

Data Management Challenges • Challenges • Funding – Hardware and data management systems • Data Standards – Contents , Formats, metadata • Data Management Processes • - Data Quality Assessment, Date Receipt, Storage and Distribution etc • - Data Security , Retention & Disaster Recover • Incomplete legacy data –e.g seismic data without observer logs • Data Media and format changes making current media obsolete • Data management technical staff capacity - NDC project staff changes • IT infrastructure • -Data growth + new systems require storage, memory, backups and ICT support planning.
Lessons Learned • Top Management Support • For inclusion in the Corporate goals , HR Support, Top Management support is essential. • ICT • Have Corporate goals/ICT business plan /Data Management Project aligned. • ICT is a must support data access, capture, movement and security requirements • Capacity Planning • Project team – train an retain • Data Standards (for each type of data) • Content (e.g. definitions, units) • Formats • Media (3590, 3592, CD, LTO) • Associated meta (index field) and support data • Data Management Processes • Data Quality Control (e.g rules for data completeness, values, audit, etc.) • Date Receipt, Storage and Distribution processes • Disaster Recovery • Storage facilities and asset security
