Lessons learned 1/4 Procurement ofinnovationiswidelyunknown in Europe, particularlythe H2020 fundinginstruments for PCP and PPI • Further awarenessrisingisneeded • Establishing a networkofinfo / competencecentres on PPI Europe wide in order tosharebestpractice in howtoreachthetargetgroupsbest • All kindsoftargetgroupshavetobeaddressed: puplicorganisations, researchinstitutes, companies, consultants • Activities in procurementprocesses (marketconsultations, lauchofcalls) must bemore transparent tothepublic, especially SMEs
Lessons learned 2/4 Procurement of innovation needs a special spirit in public organisations: • Visionary people in the management, in the procurement department and in the specialised departments to identify innovative needs • Time and capacities for the procurer to find innovation in the market: • Innovations are not listed in common catalogues • Internet research, visit of fairs, talks with expert are instruments to identify innovations => that‘s time consuming • But capacities and special competences (e.g. technical know) are missing at the moment in many procurement departments
Lessons learned 3/4 PPI might be easier to realise for public organisations than PCP • Like every R&D project is PCP riskfull • The R&D work may not succeed which is seen in the media and in the public as a waist of public money • In view of empty pay windows in public organisations this is to avoid • Lack of money, change in political surroundings, etc. sometimes lead to break off in PPI processes
Lessons learned 4/4 BUT: a lot of public organisations are doing PPI since many years ! • To identify theses procurements a clear definition of „innovation“ is needed • It may be necessary to have statistical indicators for „innovation“ in the future
