  4. Strengthening Disaster Preparedness for Effective Response at All Levels Priority 5 of the Hyogo Framework for Action calls for ‘strengthening disaster preparedness for effective response at all levels’. OCHA has been working as the co- lead organization for its implementation.

Request for UNDAC Disaster Response Preparedness (DRP) missions Government Request for a DRP mission: endorsed by the UN Resident Coordinator/Humanitarian Coordinator (RC/HC) in country Upon approval of the Emergency Relief Coordinator (ERC), prepare TOR of the mission finalized in consultation with: Government UN RC/HC and IASC CT Regional Office CRD, ESB/FCSS and EPS

UNDAC Disaster Response Preparedness Missions: Advantages Impartial/Neutral Evaluation • Viewpoint from various angles of current knowledge of UNDAC members equipped with hazard/vulnerability profile of the country • Impartial recommendations for improvement • Leading to national response capacity development

  9. UNDAC Disaster Response Preparedness Missions: Advantages Promote coordination of humanitarian assistance • Strengthening in-country teams/coordination platform (such as UNDMT, UNTET, IASC CT) • Composition of the Team tailored to meet the specific needs of the TOR

UNDAC Disaster Response Preparedness Missions: Advantages Mainstream disaster response preparedness • Promoting preparedness at national, regional and local level • Advocacy of the international disaster response system and awareness raising of the role of UN system, OCHA and UNDAC teams in major disasters • Strengthening in-country data preparedness

UNDAC Disaster Response Preparedness Missions:Objectives Under the leadership of UNRC/HC, UNDAC missions seek: • Assessment/Evaluation of capacities of the national disaster management system, including institutional/legal framework • Recommendations towards strengthening relevant areas, including the required follow-up for implementation • Recommendations for strengthening the implementation of policies, legislation and operational aspects • Mission report summarizing analysis and conclusions with a list of recommendations

Review and Analyze Legal Framework and Mandate of National Disaster Management Authority (NEMA) • National, Departmental, Municipal and Community Level • Effective response coordination with NGOs/IOs, Red Cross movement, IFRC • Fund allocation

Assessment/Evaluation Methodology The UNDAC team uses various methods of assessment of national response capacities, including: • Visiting operational facilities of NEMA (Civil Defense) • Interviews with various actors of the system at the national, regional, departmental, municipal and local level • Visiting highly vulnerable regions* • Observation of simulations and simulation exercises • Studies and analysis of official documents, disaster history • Participation in presentations
