  4. First Mn/DOT SpecAdopted in 1996 • Allowed 5% recycled asphalt shingles (RAS) • Allowed in wear and non-wear courses • Job-by-job approval by Project Engineer required • Added like recycled asphalt pavement (RAP)

  5. Mn/DOT Spec “Guidelines” (circa 2000) • On file with Bituminous Office • Contaminants must be removed • Certification of supply required • Manufactured waste only • Mn/DOT to certify suppliers

  6. Spec Implementation • Mn/DOT specification 2360/2350 – 5% manufacturers RAS allowed- approval now permissive (2004 spec change) • Virgin asphalt binder must be70% or greater of total in HMA(2006 spec change)

  7. Tear-off Shingle Pilot Projects • City of St. Paul (2003) • Dakota County / OEA Lab Study (2005 – 2006) • Hassan / Omann (2006) • Ramsey County Lower Afton Trail (2007)

  8. Ramsey County LAT Project:Tear-off Shingle Spec • Funded in part by Mn/DOT State Aid • County approached Mn/DOT • Specification was drafted by Mn/DOT with guidelines • Ramsey County reviewed and approved specification

  9. On–Going Research • Minnesota SWMCB – Mn/DOT“Technical Working Group” • Research Grant from Mn/PCA ($50,000) • Future Mn/DOT Participation inFederal / State Pooled Fund Study
