California Prison Overcrowding Reduction Plan and Impact • Prior to 2011, there were 163,000 inmates serving time in California prisons. • Prop 109 (Realignment) reduced that population to 144,00 in 2012. • Recent Court decisions require the population be reduced to 110,00 by February 24, 2014 or 137% of capacity. • Governor Jerry Brown is trying to find a remedy to avoid 10,000 additional inmates from being released into our communities. • 88% have violent or serious convictions such as homicide and kidnapping, yet 44% of those are identified as low-risk to re-offend. • 75% of those serving time for non-serious offenses (drugs & property crimes) are rated as high-risk to re-offend.
