The General Administration Division • Handling office supplies and equipment, finance, and the budgets of the bureau • Handling the bureau’s registration and personnel records • Handling secretarial affairs and meetings of the bureau • Producing and disseminating documents and publicizing the work of the bureau • Supporting and organizing international conferences when the Thai Parliament is the host

The Inter-Parliamentary Union Division • Performing work of the House of Representatives and the Thai IPU National Group • Compiling data, studying, analyzing and monitoring political, economic and social situations for the consideration of IPU meetings • Serving as secretary to the delegation in their preparation for international conferences • Following-up the execution of work according to the resolutions of the IPU meetings by coordinating with the government sector and organizations, both local and international • Performing other assigned duties

The ASEAN Inter-Parliamentary Organization Division • Performing the work of the House of Representatives and the Thai AIPO National Group • Compiling data, studying, analyzing and monitoring the political, economic and social situation for the consideration of the AIPO meetings • Serving as secretary to the delegation in their preparation for international conferences • Producing reports on trips and meetings, translating meeting documents and compiling meeting results for dissemination to the public and related organizations • Following up the execution of work according to the resolutions of the AIPO meetings by coordinating with the government sector and organizations, both local and international • Performing other assigned duties

The Asian-Pacific Parliamentarians’ Union Division • Performing the work of the House of Representatives and the Thai APPU National Group • Compiling data, studying, analyzing and monitoring the political, economic and social situation for the consideration of the APPU meetings • Serving as secretary to the delegation in their preparation for international conferences • Producing reports on trips and the meetings, translating meetings documents and compiling meeting results for disseminating to the public and related organizations • Following up the execution of work according to the resolutions of the APPU meetings by coordination with the government sector and organizations, both local and international • Performing other assigned duties

The Association of Parliaments and the Association of Secretaries General of the Parliaments Division • Handling work concerning Parliamentary Studies, meetings of the Association of Parliaments, the Association of Secretaries General of Parliaments, international conferences on Parliaments and others • Compiling data, studying, analyzing the work characteristics of the Thai Parliament and International Parliaments which are members of the ASGP, monitoring international politics and organizations which support foreign Parliaments’ affairs • Serving as secretary to the delegation in their preparation for international conferences and meetings of the ASGP • Producing reports on trips and meetings, translating meeting documents, and compiling meeting results for disseminating to the public • Exchanging or disseminating information for supporting studies, research and the parliamentary studies of country members of the ASGP • Performing other assigned duties

The Special Affairs Division • Handling work of the House of Representatives in relation to activities held by (1) international Parliaments and Organizations on the ad hoc or continual topic of the Asia Pacific Parliamentary Forum (APPF) (2) the General Assembly of the Asia Pacific Parliamentarians’ Conference on the Environment and Development (APPCED) (3) the ASEF Young Parliamentarians Meeting (YPM) (4) the workshop on North-South Relations in an Era of Globalization, the Global Forum of Parliamentarians on Habitat (5) the Asia-Pacific Women Parliamentarians’ Conference on Transformative Leadership for Good Governance and others • Compiling data, studying, analyzing and monitoring the political, economic and social situation of the UN and its agencies and integrated organizations

Bureau of Inter-Parliamentary Organizations • Oversight Activities • Constitutions of the Kingdom of Thailand, B.E.2550 “ the Government shall present its policies to the national Assembly before taking office. Such national policy includes foreign policy. Other constitutional oversight activities are budget allocation to government agencies supervising foreign policy or working on foreign policy related activities, legislations, etc.”

Bureau of Inter-Parliamentary Organizations • National Groups • Thailand membership in Parliamentary Organizations as follows; • Inter-Parliamentary Union – IPU • Asian - Pacific Parliamentarians’ Union – APPU • ASEAN Inter-Parliamentary Assembly - AIPA • We established national groups as required by the Statues of the Affiliated inter-parliamentary organizations to look after activities of Thailand via Executive Committee

Bureau of Inter-Parliamentary Organizations • Members of National Groups • Every member of the National Assembly is a member of the National Group. • Member of the Executive Committee of the National Group are chosen from the House of representatives and the Senate in proportional representation.

  22. Bureau of Inter-Parliamentary Organizations • Multilateral Activities through Non-National Group • The Thai Parliament is a member of various inter-parliamentary organizations, but not established Thai National Group. (Because it was not required for by the Statues)

Such as the Organization for security and Corruption in Europe-Parliamentary Assembly – OSCE PA

Bureau of Inter-Parliamentary Organizations • Multilateral Procedure • All activities regarding IPU, APPU and AIPA have to be filtered by the Secretary General of the House of Representatives and Secretary General of the Thai National Group and by the Executive Committee of the three bodies as well as by the Vice-President before final approval by the President of the National Assembly. • Other than these are the direct responsibility of the President of the National Assembly.

Bureau of Inter-Parliamentary Organizations • Multilateral Procedure • In case of the President is absent or cannot perform his duties, he can assign his Vice-President to consider the representatives to join the conference. • There were also case of when the National Assembly may assign the Ministry of Foreign Affaires to send the representatives from the Thai Embassy in the country of the conference venue to follow-up the conference on behalf of the National Assembly and then report the result back to the National Assembly. (In case of the Thai National assembly cannot attend the Conference)

Bureau of Inter-Parliamentary Organizations • Role of Leadership of the President and the Vice-President of the National Assembly • The President or the vice-president of the National Assembly performs his duties as leader of the parliamentary delegation to pay an official visit to other countries or attend the inter- parliamentary conferences.

Bureau of Inter-Parliamentary Organizations • Coordination and reporting are done as follows: • Preparatory meeting between the representatives of the Thai National Group in the inter-parliamentary organizations with the government and public agencies , • Reporting the result of the conferences and other activities to the Executive Committee or to the President of the National Assembly.

Bureau of Inter-Parliamentary Organizations • Coordination and reporting are done as follows: • The annual general assembly of the three Thai National Groups, • Reporting the result of the conferences and related activities to the Standing Committee of both Houses and monitoring their implementations ,
