Unit 3: Part 2 The National Assembly and Legislative Assembly 1789 - 1792 August 4, 1789 Night of Reform • End of Feudalism • Repealed tithe • Removed privileges of 1’st and 2’nd Estates August 27, 1789 “Declaration of the Rights of Man” • All men born equal • Guaranteed freedoms of Liberty, Property, Safety, Speech and Religion • “Liberty, Equality & Fraternity” (excludes women) October 1789 – “Women’s March on Versailles” • Stormed the Palace and forced the Royal Family to Paris • Symbol of the change of power

Reforms of the National Assembly Passed over 2000 laws!! • Civil Constitution of the Clergy – put bishops and priests under govt control • Lands taken from Church and emigres given to peasants • Adopted a metric system • Adopted a constitution June 1791 Royal Family tries to flee France but are stopped. King is now seen as traitor

WRITTEN CONSTITUTION 1791 • REDUCED POWERS OF KING – NOW A LIMITED CONSTITUTIONAL MONARCHY • DIVIDED FRANCE INTO 83 PROVINCES • PROTECTED PRIVATE PROPERTY • SUPPORTED FREE TRADE • VOTING RIGHTS TO MALES WHO OWNED LAND AND PAID TAXES ( NOT WOMEN) • CREATED THE LEGISLATIVE ASSEMBLY HOWEVER….OLD PROBLEMS OF FOOD SHORTAGES, GOVERNMENT DEBT AND LOW WAGES REMAINED

Extreme Groups Outside the Legislative Assembly Émigrés Sans Culottes Wage earners and small shopkeepers Did not wear fancy knee length pants—their pants when all the way to their ankles Wanted a bigger role in the government and an end to shortages • Nobles and others who had left France in 1789 • Were on the extreme right • Wanted to restore the Old Regime

FOREIGN THREAT • EUROPEAN NATIONS FEAR RADICAL REFORMS WILL SPREAD TO THEIR COUNTRIES • APRIL 1792 FRANCE (LEGISLATIVE ASSEMBLY) DECLARES WAR ON AUSTRIA • AUSTRIA AND PRUSSIA INVADE FRANCE • AUGUST 1792 PARIS MOB (COMMUNE) IMPRISONS KING AND SEIZES CONTROL AS “NATIONAL CONVENTION” • END OF CONSTITUTION • LEGISLATIVE ASSEMBLY VOTES ITSELF OUT OF EXISTENCE AND CALLED FOR NEW ELECTIONS • ***THE FRENCH REVOLUTION MOVES INTO A RADICAL STAGE***
