  5. Road Transportation • Orange Book does not specifically cover road movement • Consider using ADR • Or other relevant regulation appropriate to location

  6. Rail Transportation • Movement in accordance with RID • Good for large quantities: logistic moves • Require handling facilities at each end

  7. Air Transportation • Highly regulated • “Technical Instructions” • High administrative burden • Handling equipment at each end • Likely that the transport provider will lead on requirements

  8. Sea Transportation • SOLAS • IMDG

  9. General Security During Transport • Secure and seal ammunition boxes / crates • Load boxes/crates into containers • Containers to be locked and sealed • Container locks: European Standard EN12320:2001 • Check consignments upon receipt • Stock Check if indications of: • Theft Tampering Damage

  10. Security – Road Transport • Recce and plan transport routes in advance • Treat details and plans as classified • Vary patterns for regular movements • Avoid ammunition and weapons in the same move • Tight control if using civilian contractors

  12. Security – Air Container doors (side-opening) prevented from opening by placement of loads of non-hazardous cargo

  13. Security - Air • Charter agent obtains over-flight authorisation • Oversee flight and routing plans • Direct flight only (refuelling stops only permitted) • Care in selecting airline – no previous UN Sanctions Committee group reports

  14. Security - Sea • Container security • Vessel stowage plan • Only use direct voyage • Care in selecting vessel – no previous UN Sanctions Committee group reports

  15. Transportation Documentation • Cargo/freight papers • Make sure paperwork is correct • Make sure consignment matches paperwork • Handover / takeover protocols in place

  16. Emergency Procedures • Weapons and ammunition in separate vehicles • Contingency Plans: • Standardised • Traffic and safety • First Aid • Authorities to contact
