Preamble: • The growing global threat connected with climate change, problems of energy, water and food security, as well as regional conflicts require new solutions and integration efforts of the whole world community. At the VI Ministerial Conference on Environment and Development, Asia-Pacific region, to integrate efforts of all countries Kazakhstan proposed Astana "Green Bridge" Initiative. The main goal of the Initiative is to develop partnership between Europe, Asia and the Pacific on developing plans for the transition from traditional economic models to the concepts of "green" growth. At the meeting of the Committee on Environmental Policy (2-5th, November 2010, Geneva) the proposal of Asia and the Pacific on the establishment of the Partnership Program has been supported. The discussion of the Astana "Green Bridge" Initiative is planned during the VII European Conference "Environment for Europe" on 21st, 23rd September 2011 in Astana.
Ideasof consolidatingtheeffortsofAsiaandthePacificcountriesonsolvingtheactualissuesofenvironmentalprotectionandsustainabledevelopmentarereflectedinthetopicsofMinisterialConferenceforEnvironmentandDevelopment: • «Asian ActionPlanonHumanEnvironment» (1985, Bangkok, Thailand);• «RegionalStrategyonSustainableDevelopment. ContributiontotheEarthSummit (1990, Bangkok, Thailand); • • «TothemodelofsustainabledevelopmentinAsiaandthePacific" (1995, Bangkok, Thailand); • • «Fromthecapacitytoconcreteactions" (2000, Kita-Kyushu, Japan); • • «Environmentallysafedevelopment -"GreenGrowth" (2005, Seoul, SouthKorea); • • «BuildingBridgestotheFuture - ThePan-EuropeanProgrammeforEnvironmentalProtection (2006, Belgrade); • • «ExtensionofGreenGrowth" (2010, Astana, Kazakhstan).
Steps of “GREEN’ GROWTH PRINCIPLES INTRODUCTION • In the context of realization: • «Millennium Development Goals» Programme: • The Johannesburg Declaration on Sustainable Development; • Plan of Implementation of the World Summit on Sustainable Development
The Initiative is aimed to stimulate regional, trans-regional and interregional cooperation with use of following approches • catalysing high-level, high-visibility policy dialogues on emerging and persistent issues; • undertaking research on emerging and cutting-edge policy solutions and tools; • building the capacity of policymakers to further develop, adopt and implement green-growth policies, while taking stock of best practices/methodologies and legislative and economic instruments; • developing new and strengthening existing mechanisms for technology transfer that will contribute to the preservation of European, Asian and Pacific ecosystems of global environmental significance; • developing mechanisms to attract green investments and innovative environmental management approaches, including cross-border adjustments and the application of economic incentives, taxes and fees.
Partnership Programme • to implement the Astana “Green Bridge” Initiative • Overall aim of Partnership programme“Green bridge” is creation conditions for partnership between countries and sectors of Europe, Asia and the Pasific on achiving environmentally sustainable and prosperous future for these regions. • Set aim will be achieved by transfer experience, investments, technologies, intellectual and other resources, creation networks and exchange knowledge and experience in frame of national , regional and interregional projects. Partnership Programme implementation process will include: short-term, medium -term and long-term tasks.
In frame of Partnership Programme it is proposed: • Strengthen political and international legal framework for transition from nature –destructing economies to mutually supportive environmental and economic ecosystems; • Facilitate to development institutional structures of the basis of new governance framework eliminating existing short-term and fragmented approaches to sustainable development; • Introduce new mechanisms for rational long-term use of natural resources, protection and restoration of vital ecosystems; • Provide reduction of rate of desertification / environment degradation and irrational natural resources use with transition from traditional unsustainable patterns of production and consumption to green growth patterns; • Facilitate radical change of status quo and status of activity on environment protection and sustainable development implemented on national, regional and global level; • Facilitate on new level joint effort of governments, international, public organizations and private sector for achieving joint goals that important not only for countries but for all world community; • Provide conditions for more efficient use of global best practices and potential and strengthening of security issues; • Raising environmental, political, national and regional security.
In follow-up VI Ministerial Conference on Environment and Development, Asia-Pacific region by the Ministry of Environment of the Republic of Kazakhstan established office "Green Bridge" for the Initiative Astana: Partnership in Europe, Asia and the Pacific on “green” growth.
Офис «Зеленымост» ; Participates in the organization of informational network in cooperation with governmental bodies, business associations, community organizations • Activity on coordination of activity in frame of aims and tasks “green bridge” concept • Supports implementation the directions of Astana "Green Bridge" Initiative on improving the eco-efficient use of natural resources and investments in ecosystem services Provides informational consultancy services Low-carbon development and adaptation to climate change sustainable urban development, promoting green business and green technology, encouraging sustainable lifestyles and improving quality of life.
Goal: to facilitate development partnership between European and the Asia and the Pacific countries to develop plans on transfer to from modern traditional models pf development to “green growth” concepts. • Tasks: • Creation and support of informational database for development, adoption and implementation of strategies in sphere of environment protection/. • Formation of inventory of existing best practices, methodologies, legal and economic instruments. • Develop mechanisms to attract green investment and innovative approaches to management. • Develop new and strengthen existing mechanisms for the transfer of "green" technologies.
Office activity: • Assistance to countries in Europe and Asia Pacific in implementing the concept and principles of green growth and the transition to a green economy. • Support for project monitoring and using the latest techniques, approaches, legislative and economic instruments. • Provide and disseminate information on the implementation of the principles of "green" growth, taking into account the priorities of national programs (Kazakhstan - ZhasylDamy "). • Proposals to encourage innovative approaches to managing and creating a system of preferences, aimed at bringing "green " investments. • Assisting in preparing and implementing projects of the Program Partnership in Europe, Asia and the Pacific.
Office activity: • Ensure dialogue between Europe and Asia Pacific to determine the priorities, strategies and policies for sustainable growth in preparation for the UN Conference on Sustainable Development, Rio +20 (Brazil, 2012); • Research on the harmonization of regulatory frameworks of countries in the field of environmental protection and sustainable development. • Marketing research market for environmental goods and services. • Analysis of global experience to implement projects aimed at the environmentally safe production. • Develop new and improve existing mechanisms for the transfer of "green" technologies. • Promoting mechanisms for the "green" planning and management in the countries.
Expected results: • The development of a promising platform for cooperation aimed at establishing a dialogue platforms in Europe and Asia Pacific. • Create an information base on the priority areas of the Eurasian cooperation in the field of environment and development. • Organization of an information network with the participation of government bodies, international agencies, business - associations, public organizations in the region Asia -Pacific and Europe on subjects Eurasian cooperation. • Support for the preparation and implementation of donor projects to improve systems for environmental management, inter-sectoral cooperation and introduction of environmentally sound technologies in Europe and Asia Pacific; • Publication of the electronic newsletter on regional processes, the positive experience of the Astana "Green Bridge“Initiative.
