  1. 138 KV Transmission Line & Substation Causes Concern of Health Risks Presented to Batavia City Council February 3, 2003

  2. Cities response to concerns This presentation has been prepared to respond to the various concerns and questions raised in recent weeks to the proposed Main Street Substation and ComEd 138 KV Transmission Line.

  3. What are the Concerns ? • Do these proposed facilities increase the risk of Childhood Leukemia and other types of Cancer? • Are these facilities really needed? • Have other alternatives been researched? • Why don’t we have the Transmission line installed underground?

  4. How do we measure EMF EMF is generally measured in Gauss or Milligauss in the United States, but in Tesla internationally.Comparison of Gauss and Tesla Information from the Web Site- Medical College in Wisconsin

  5. Do these proposed facilities increase the risk of Childhood Leukemia and other types of Cancer? • Based on the latest scientific evidence the proposed facilities present no increased level of risk to Childhood Leukemia, Birth Defects, Miscarriage, or any other types of Cancer then is present in the average home or business anywhere in America. This information found on the internet is from The International Agency for Research on Cancer (IARC). • 1/htdocs/monographs/vol80/80.html • This graphic is from the information ventures web site and shows calculated levels of EMF on a 138 KV Transmission Line and various household appliances. • Comparison of Transmission and Appliances

  10. Are these facilities really needed? Batavia’s electrical load has increased by 116% since 1990. Peak loads reached 79000 KW in 2002 based on the average of the highest 3 days. The actual single highest demand was 83000 KW or 83 MWs. The cities five 34.5 KV feeder lines have reached 80 percent of capacity and will not provide enough redundancy to handle the loads with the largest line out of service. Staff has projected future loads will reach 130 MW’s by the year 2020 and 150 MW’s by the year 2030.

  11. Have other alternatives been researched? ComEd is required to have a certificate from the Illinois Commerce Commission (ICC). ICC requires “Needs Assessment” and determination of “Least Cost Alternative”. Four Alternative Routes were studied.

  12. Why don’t we have the Transmission line installed underground? Underground wires have EMF This information is from the Medical College of Wisconsin Web site. Underground EMF Buried 138 KV Transmission Lines require liquid cooling Related costs Overhead $1,000,000.00 per mile Underground $6,000,000.00 per mile Estimated Costs for 3 miles of line through Batavia $3,000,000.00 vs. $18,000,000.00

  13. CONCLUSION • Based on the latest scientific evidence the proposed facilities present no increased level of risk to Childhood Leukemia, Birth Defects, Miscarriage, or any other types of Cancer then is present in the average home or business anywhere in America. • Thank You • Gary Larsen
