District Clerk – 2008 Accomplishments Vision : Increasing E-business – Imaging • Commenced conversion from centralized back office imaging to point of reception system • Implemented countertop imaging at the Family File Desk • Reached 6 millionth document imaged milestone • Fully converted Probable Cause Affidavit processing to imaged e-processing
District Clerk – 2008 Accomplishments Vision : Increasing E-business Capacity • Created Bulk Data Subscription service • Provided new forms and instructions via website • Migrated fax to email based service for government agencies requesting criminal records • Improved back office processing of transactions with County Auditor and Treasurer through use of scanners and email • Discontinued use of certified mail in expunction processing to participating entities • Began email collection program for attorney process notices
District Clerk – 2008 Accomplishments Vision : Use Innovation to Improve collection of County fines and fees • Hired collections agent to recover $56 million in delinquent debts • Installed IPLOW collections software for Juvenile Collections • Overhauled delinquent juvenile account collections in summer of 2008 by increasing revenues 13% • Working with judiciary to increase county revenue from interpleader accounts • Took a leading role with Treasurer and Auditor in developing appropriate credit card swipe system
District Clerk – 2008 Accomplishments Vision : Provide Mission Critical Programs and Services to the Public • Implemented civil/family records disposal process based on TSL retention schedule • 2001 eligible case file destruction completed, 2002 file destruction underway • Produced Best Practices plan for the protection of sensitive electronic information • Worked with District Attorney to image criminal evidence documents and dispose of paper records • Secured additional exhibit space, commenced disposing of eligible civil exhibits • Contracted with TexPool providing additional investment fund for large Registry accounts requiring liquidity
District Clerk – 2008 Accomplishments Vision : Adopt Customer Friendly Rules and Procedures • Partnered with County Clerk to overhaul and improve signage and flow at the civil file desk • Reconfigured public access terminals to include Odyssey • Overhauled forms and instructions in the Registry department and produced educational materials for legal community • Greatly reduced customer wait time for family records by providing on site access to imaged documents
District Clerk – 2009 Goals Vision : Increasing E-business - Imaging • Complete paper-less system in the 302nd Family District Court • Roll-out paper-less system to all family courts • Begin work with family court judiciary on planning for e-courts and pro se litigants • Roll out the 101st Civil District Court/Texas Online pilot project Texas to all civil courts • Host 2 E-Filing CLE’s for legal community in 2009 • Begin imaging of all civil minutes • Begin work with stakeholders to migrate A.G. and Linebarger tax filings to e-documents
District Clerk – 2009 Goals Vision : Increasing E-business • Replace fax-records service with email based system • Begin work with stakeholders to migrate tax entity filings to Texas Online • Create email based interface with the Texas Department of Corrections • Work with I.T. Services to improve media access to Probable Cause Affidavits • Create Courthouse News Service
District Clerk – 2009 Goals Vision : Use Innovation to Improve collection of County fines and fees • Install check scanners for funds verification with cashiers • Implement credit card acceptance in every area • OSI up and running in all three collection areas (Criminal, Juvenile, Civil/Family) • Implement Interactive Voice Response system throughout office • Credit card acceptance at civil file desk, Passport and Juvenile offices • Migrate AR data to I.T. Services supported system • Add a new collections agent to Civil/Family collections
District Clerk – 2009 Goals Vision : Provide Mission Critical Programs and Services to the Public • Continue to analyze new opportunities for expanding passport services through service hours and new location • Mandate email based interface for all agencies involved in expunctions and non-disclosure orders • Complete 2002 case file destruction, begin 2003 files • Enhance off-site access to imaged documents to judiciary and news media • Replace fax filing with email based system targeted to solo practioners and the smallest firms • Encourage greater use of Texas Online and begin discussion on e-filing mandate with judiciary

District Clerk – 2009 Goals 2009 Special Recognition Hon. Tena Callahan Judge, 302nd Family District Court Judge Callahan has taken the lead in moving the family courts to a paper-less digital platform. She has not only embraced the digital courts concept, but actively and enthusiastically promotes it.
District Clerk – 2009 Goals 2009 Special Recognition Hon. Marty Lowy Judge, 101st Civil District Court Judge Lowy is recognized for his enthusiastic embrace of new technology and bringing his court into the 21st Century. Judge Lowy’s court is the pilot for the Texas Online e-solution for the civil courts.
