MISSION STATEMENT At BlinnPR, we effectively combine the focus of a boutique agency – working smarter, faster and more efficiently – with the senior-level staff experience of a large agency. Our people have counseled clients through financial and product crises; they have cut through marketplace clutter to help clients build brand awareness and through creative outreach efforts have helped position government agencies to be innovative leaders in their space. In short, our people have a single-minded focus on ensuring the long-term success for our clients. We have provided Press and Public Relations and Graphic Design services to The National Institute of Drug Abuse, U.S. Environmental Protection Agency, Federal Emergency Management Agency, National Highway Traffic Safety Administration and National Park Service, and Federal Communications Commission, among others. These services span many dimensions, from developing local and national media campaigns to audience-specific public awareness outreach efforts. The creation of the full range of educational materials and print and broadcast public service announcements are all part of the BlinnPR communications repertoire.
COMPANY EXPERIENCE Experience of BlinnPR and its team members: National Institute of Drug Abuse -- Managed the multimedia Mind Over Matter drug education initiative starring Sara Bellum, the animated scientific explorer. The success of this creative approach to children’s drug education through science can be measured by the two awards it’s won, by acclaim from former HHS Secretary Donna Shalala and President Clinton, the growth in the number of visitors to the NIDA website and by the transformations in children’s thinking about drugs as a result of exposure to this work. Small Business Administration -- Worked on SBA’s national program to target the small business and entrepreneurial marketplace based on two sound business principles: customer driven outreach and quality focused management. Through research and analysis of specific industries and bilingual business owners, BlinnPR personnel identified improved professional support methods to reach small business audiences. Groups, such as trade associations, unions, employment agencies, professional groups, and chamber of commerce conveyed the newly developed messages to the audiences. National Highway Traffic Safety Administration -- Developed and distributed Campaign materials including PSAs, tool kits and multimedia materials for Safe and Sober, Speed Shatters Life, Safe Communities, Click It or Ticket, School Bus Safety, Kids Aren’t Cargo, and You Drink and Drive, You Lose Campaign over a period of ten years for law enforcement, government, community groups, parents, educators, youth and ethnic audiences.
COMPANY EXPERIENCE Environmental Protection Agency -- Provided marketing and communications support for the Energy Star programs, which included: Green Lights, Energy Star Buildings, Energy Star Small Business, Energy Star Office Equipment, Energy Star Homes, Energy Star Transformers, AgSTAR, Natural Gas Star, Coalbed Methane Outreach Program, Landfill Methane Outreach Program,and Voluntary Aluminum Industrial Partnership. The primary goal of these programs, individually and collectively, is to reduce emissions of greenhouse gases and other pollutants through reduced energy consumption, and to focus particularly on opportunities to increase energy efficiency and profitability simultaneously. National Park Service/Statue of Liberty National Monument and Ellis Island Museum -- BlinnPR has provided public education and communications planning support to the National Park Service for its long-term general management plan. Key issues include informing visitors of the need to hear from potential visitors about new ways they might experience the monuments. As part of this effort, BlinnPR has evaluated the communications needs at various stages of the planning process, developed a comprehensive media and marketing plan, assisted the park and planning team to identify key media for promotion of the plan and long-term park communications, conducted media training, proposed strategies for responding to crisis situations, established a process for internal and external communications that ensures message consistency, maximized use and exposure of outreach tools and has written copy and managed content for the GMP website as needed (see libertyellisplan.org).Plan implementation included research and analysis of the markets and deliverables, identification of stakeholders and target audiences, monitoring electronic media for potential coverage, filling gaps in existing materials, creating a newsletter, developing long-term media relationships including strategies for contact, coordination and follow-up with the media and writing and editing as needed. We are currently in the second year of a five-year outreach effort.
COMPANY EXPERIENCE Federal Communications Commission -- Working with the Federal Communications Commission’s (FCC) Consumer Affairs and Outreach Division (CAOD), BlinnPR has provided a variety of video services to help the CAOD inform and educate consumers about telecommunications topics including wireline and wireless services, broadcasting, cable and satellite services, digital television, issues relating to the Telephone Consumer Protection Act, and others. BlinnPR’s services have included production and distribution of video and radio news releases, production of satellite and radio media tours, and production of broadcast quality 10 minute informational videos to be used in conferences and exhibits, and consumer forums and public events, and on broadcast, cable and satellite TV.

KEY PERSONNEL Steven Blinn -- With more than 17 years of public relations and marketing experience, Mr. Blinn has represented clients in financial services, healthcare, entertainment, technology, sports, radio and television, BtoB, pharmaceutical, publishing, politics and non-profit. Prior to starting BlinnPR, Mr. Blinn was Director, Media Relations for Broadcast Music Incorporated (BMI). While at BMI, he oversaw the public relations activities for BMI's two revenue producing departments -- Media and General Licensing, and spearheaded the organization's foray into new technologies. A frequent speaker on public relations, Mr. Blinn has appeared before such diverse groups as the National Park Service, Fordham University, the New York New Media Association, New York Software Industry Association and the American Women Economic Development Corp., among others. He has also been quoted in American Banker, Inc., Working Woman, PRWeek, Emerging Business, Entrepreneur magazine, the Los Angeles Times and PR News, and his by-line has appeared in PRWeek, O'Dwyer's and Marketing News. Eileen Michaels -- Ms. Michaels has specialized in oversight and implementation of media outreach, marketing and communications projects for the past 17 years. Before joining BlinnPR, she was the Executive Vice President and a Principle of Lisboa Associates, Inc., Washington, DC. Throughout her career, Ms. Michaels has managed extended-year contracts with the National Highway Traffic Safety Administration, the National Institute on Drug Abuse, the Department of Health and Human Services, the US Department of Commerce's multicultural Travel and Tourism Agency (USTTA), the USDA Food Stamp Program, and the Peace Corps, among numerous others. Ms. Michaels has also overseen preparation of briefing materials for NHTSA's Safe Communities and Youth Conferences and Latino domestic violence forums and developed briefings and media support services for televised town hall meetings for the White House Working Group on Welfare Reform as well as the Bipartisan Work Group on Entitlement and Tax Reform, Co-chaired by Senators Bob Kerry (KS) and John Danforth (MO).
