Areas of Responsibility Advising the Minister of Education (on request and proactively). Monitoring the state of the higher education system and the achievement of policy objectives. Assuring and promoting quality in higher education. Contribute to the development of HE.
Advising the Minister2006-2007 The Minister addressed the Council in August 2006, provided a comprehensive account of her priorities and concerns in HE. This laid the basis for ongoing dialogue and interaction between the Minister and the CHE. The Minister requested the CHE to advise her on the following: The National Policy Framework for Teacher Education and Development. Comments provided in December 2006. The Higher Education Qualifications Framework. Advice was provided on this document in April 2007.
Advising the Minister2006-2007 Proactive Advice to the Minister of Education Barriers (educational, financial, institutional, etc.) to equity of student access and especially equity of opportunity and outcomes in higher education. (Ongoing work) The funding and financing of higher education. The macro implementation of institutional restructuring and its impact, outcomes and consequences. (Ongoing work) South African government involvement in and regulation of higher education, institutional autonomy and academic freedom. This project is due for completion in the first quarter of 2008. .
Monitoring and Evaluation The M&E Directorate continued with the production of institutional profiles. These profiles are analytical reports of the changes in the inputs and outputs of institutions in the core functions of teaching and learning and research for a ten-year period. The reports are based on SAPSE and HEMIS data as well as on an analysis of journal articles published in accredited scientific journals locally and internationally.
Monitoring and Evaluation Finalisation of the research-based publication: Review of Higher Education (selected topics) Finalisation of the research on the relationship between student success and institutional culture (three case studies). Publication due in 2008. Ongoing study on the State of Postgraduate Education. Due March 2008.
The work of the HEQC Accreditation of programmes. Institutional Audits. Quality Promotion and Capacity Development. International relations.
The work of the HEQC Programme Accreditation and Coordination During this period the HEQC continued assessing new programmes submitted by public and private providers of HE. A major breakthrough in developing cooperation with professional associations was made with the signing of a MoU with the Engineering Council of South Africa.
The work of the HEQC Institutional Audits Audits conducted: VUT; Wits. UFS, Da Vinci, Monash SA and Polytechnic of Namibia. Notification visits: TUT, UP, DUT, UWC and IIE. Reports produced: 5. Research on the impact of audits.
The work of the HEQC Quality Promotion and Capacity Development Training of evaluators for programme accreditation and national review. Training of auditors and audit chairs. Quality Forum (in collaboration with HESA for public providers) Student Quality Literacy Project Supporting the development of internal quality systems at HEIs (South Africa Finland Collaboration)
The work of the HEQC National Reviews Assessment of the ACE (8) PGCE (9) and B.Ed (5) at 10 HEIs (22 programmes in total). Monitoring of MEd programmes that were conditionally accredited, and the teach out plans of programmes whose accreditation was withdrawn. Preparing the panels and site visits for further 40 programmes which took place during 2007.
