Scenario- Extended Power Outage • Early morning on November 13th a winter storm causes widespread power outages and road closures in Southern and Northern Santa Barbara County. • The power outages are anticipated to last for several days. • 1 SNF/Assisted Living has reported a need to evacuate due to loss of generator. • 3 Dialysis Centers without power – 2 in Santa Barbara, 1 in Santa Maria. • Loss of power at many outpatient provider sites reported. Road Closures: • NB/SB 101 closed at Cravens Lane in Carpinteria due to flooding • Hwy 1 between Lompoc and 101 closed due to rock slide • Hwy 154 closed below Painted Cave closed in both directions due to rock and mudslides

Preparing for the Exercise • Review your emergency operations plan and power outage procedures and train your staff on both. • Develop procedures if you don’t have them already • Develop your Exercise Plan • Complete the exercise plan on the webpage- fill in your facility/agency scenario, objectives, any plans/procedures you plan to test • Plan full scale activities to test your procedures • Fill in the Schedule of Events & Evaluation Guide with what your facility will be doing on exercise day

  5. Communication- Nov. 15th • Email, phone and fax can be used during the exercise. • Remember to identify what communication methods your facility/agency would have during a power outage

HIPPA During Disaster Exercise • Evacuating Facilities: (SNF/ICF, Hospital, RCFE etc) • Patient Gender • Evacuation Destination • Dialysis Centers: • Patient initials • Date they need next treatment • Identified alternate treatment site • Transportation needed to treatment site • Home Health: • Patient Address • Anticipated evacuation need for this patient due to electrical dependency or other care issue • Anticipated evacuation transport needs

November 13-15th After the Exercise After Action Report & Improvement Plan Sign-in Sheet Schedule of Events & Evaluation Guide Photos Submit to phdpreparedness@sbcphd.org by December 31, 2018 • Status Report • Emailed, Faxed or ReddiNet (SNF/Hospitals) • Resource Request (Optional) • Evacuating facility list of evacuated residents(gender)-location they went to Home Health: • List of patients in impacted area Dialysis: • List of patients • Generator questionnaire
