Potential Plan Items from Recent HSRP Discussions/ Recommendations • Cross-pollination/collaboration with other NOAA Advisory Panels • NOAA SAB • MTSNAC • Help NOAA improve telling its story about the importance of hydro-services and navigation products and services • Recommend target areas for investment that could be achieved in relatively short order with some level of investment (low hanging fruit) • Survey backlog strategy • Study Arctic area requirements for improved mapping and hydrographic data • Study the homeland security requirement for surveying in U.S. waters • NOAA and other federal agencies continue efforts to improve seafloor mapping coordination and efficiencies, and to involve interested state and local governments as early in this process as possible • Chart printing improvements • “100 %/gap analysis” of key hydrographic programs
Potential Plan Items from Recent HSRP Discussions/ Recommendations • Increase investments in PORTS and IOOS • Federal funding for PORTS • Integration of coastal ocean observing products into one site for user efficiency • Real-time, accurate sounding and met data—one stop shop for important information • HF radar to improve marine transportation and event response • High directional wave data • Produce a document demonstrating that the consequences/outcome of Cosco Busan might have been different had the Panel's recommendations been fully in effect • Strengthen NOAA Navigation Services emergency response and recovery capabilities by seeking adequate recognition and funding for its essential support functions within the federal response to all-hazard crises
Potential Plan Items from Recent HSRP Discussions/ Recommendations • Endorse the Mapping Science Committee study and publish a report on the societal benefits of the National Height Modernization Program • Expand Height Modernization and pursue the GRAV-D program, which includes the airborne gravity data collection in a comprehensive fashion. • HSRP subgroup to explore NOAA positioning issues further to provide more insight into the improvements needed and benefits generated
Potential Plan Items from Recent HSRP Discussions/ Recommendations • Recommend Federal assistance for data storage and processing and delivery of large data sets • Develop standards and standardize mechanisms for acquiring and distributing data • NOAA to provide a central, coordinated, well ordered repository of hydrographic information, ensure data continuity, coverage density standard, adherence to industry standards • Expand efforts to deliver NOAA navigation products and services more quickly, and increase outreach to make navigation and non-navigation users more aware of the NOAA mapping and data resources available to them.
5 Most WantedAggressively Map the Nation’s Shorelines and Navigationally Significant Waters • The HSRP recommends that NOAA aggressively survey and map the 500,000 square nautical miles (SNM) of navigationally significant areas and 95,000 miles of shoreline by: • Expanding NOAA’s in-house and contract survey capabilities to acquire and process more Hydrographic data and Shoreline mapping data. • Developing and implementing more efficient surveying, mapping, and processing techniques and technologies. • Replacing aging single-purpose hydrographic ships with modern, multi-purpose vessels to further maximize the use and reach of NOAA resources.
5 Most WantedIntegrate Coastal Mapping Efforts and Ensure Federally Maintained Channels, Approaches, and Anchorages Are Surveyed to the Highest Standard • The HSRP recommends that NOAA aggressively survey and map the 500,000 square nautical miles (SNM) of navigationally significant areas and 95,000 miles of shoreline by: • Expanding NOAA’s in-house and contract survey capabilities to acquire and process more Hydrographic data and Shoreline mapping data. • Developing and implementing more efficient surveying, mapping, and processing techniques and technologies. • Replacing aging single-purpose hydrographic ships with modern, multi-purpose vessels to further maximize the use and reach of NOAA resources.
