URC in 2013/2014: TORs • Purpose of URC: • support WHO and WHO-FIC Network in keeping the WHO Family of International Classifications (WHO-FIC) Reference Classifications (RF) up to date in line with current knowledge. • Functions: • current RF: ICD-10 and ICF • Developing update policy, update coordination & decision making; • Delivering update documents to be published on WHO websites. • ICD-11 Revision • Identification of issues of synchronization and transition of updating ICD-10 with/to revising ICD-11 and updating URC policy;
URC membership and roles • Membership: • Voting members; • Observers. • Co-chairs: • Joint responsibility for reference classifications; • Update of URC part of WHO-FIC Strategic Work Plan. • Secretariat • Moderator of the ICD-10 and ICF Update Platform; • Reports of Committee activity and official update documents for submission to WHO. • Results of elections for URC Co-chairs • ICD-10: to be updated after the election on Sunday 12, 2014 • ICF: to be updated after the election on Sunday 12, 2014
Key Achievements in 2013/2014 • Annual updates 2013 • 121 recommendations ratified at the 2013 Beijing Annual Meeting, for updating the ICD-10 and 40 recommendations for updating the ICF; • Deliverance of annual and cumulated update documents to WHO for 2013 updates in due time. • Restructuring of the content of the ICF update platform in coordination with FDRG; • Update of URC SWP; • URC submission process 2014 • ICD-10: 38 prop. f. discussion, 35 accepted under reserv. of final approval, none rejected prior • ICF: 8 prop. f. discussion, 5 accepted under reserv. of final approval, 22 rejected prior
Outstanding Issues • Issues for discussion and decision at the 2014 annual meeting: • Major Update of ICD-10 in 2019; • Updating ICD-O-3 references in ICD-10 (tabular and/or index); • Implementation of the ICF Updates • Participation in the revision work: • Developing a transition strategy from updating ICD-10 to further updates of ICD-11 by the URC once ICD-11 has been approved by the World Health Assembly (WHA) • Considering options and limitations of adopting ICD-11 content into future ICD-10 Major Updates to facilitate transition from one revision to the other • Establishing a URC share point for documents
