Importance of the Review • Critical opportunity to strategically assess the response to promote alignment, focus • Looked beyond a programmatic review to capture the ‘big picture’ • Revitalized critical involvement in the response across sectors and levels • Give a sense of where we are, the strengths and weakness of the national response
MTR Components • Component 1: Programmes and Services • Programme effectiveness; geographic coverage; satisfaction with programmes & services; strategic emphases; new initiatives; implementation of MIP • Component 2: Coordination • Coordination structures of national response; gaps and overlaps; effectiveness of coordination
MTR Components • Component 3: Funding/Financial Management • Funding pathways & procedures; strategic emphases; gaps and constraints; effectiveness of funding mechanisms and financial management • Component 4: Capacities • Capacity building under NSF goals; capacity gaps; relevance and effectiveness of capacity building
MTR Components • Component 5: M & E/Info. Management • Establishment of BHRIMS; user satisfaction with BHRIMS; effectiveness of BHRIMS; integration of existing M&E/research systems with BHRIMS • Component 6: Stakeholder Satisfaction • Satisfaction with: degree of guidance under NSF goals; strategic direction of response; NSF development process; support for management and implementation

Conclusions • The MTR was an important milestone in Botswana’s national response – allowing us to look at the past while focussing on the future • Its recommendations are being used to inform development and reorientation of programmes and the production of the next NSF • Major focus areas for the future: • Prevention • Outreach and mobile service delivery • Community mobilisation • Strengthen coordination and systems
