Background • ISTAR assessments in English/Language Arts, Mathematics and Science are required components of No Child Left Behind (NCLB). • Every student in grades 3-8 must be assessed each year in English/Language Arts and Mathematics. • Science must be assessed once in the elementary grade span (grades 3-5), once in middle school (grades 6-8) and once in high school (grades 10-12). • ISTAR Science assessments are administered in grades 4, 6, and 10. • Social studies assessments (grades 5 and 7) are required by state law and the Assessment Plan.
College-and-Career Ready Standards • Per the ESEA Flexibility Waiver, states must administer assessments based on English/Language Arts and Mathematics standards deemed college-and-career ready by the spring of 2015. • The Indiana State Board of Education adopted college-and-career ready Indiana Academic Standards on April 28, 2014.
Assessing New Standards • Indiana educators have been instrumental in the development of the National Center and State Collaborative (NCSC) Assessment. • Aligned with college-and-career ready standards, the NCSC Assessment is designed to replace ISTAR in the areas of English/Language Arts and Mathematics beginning in 2014-15. • Students will interact directly with items on the NCSC Assessment. • ISTAR is a teacher-rated instrument.
Science and Social Studies • Indiana will continue to use ISTAR to assess student performance in Science and Social Studies.
Supporting Educators • Indiana educators and students participated in the NCSC Assessment pilot during the spring of 2014. • The pilot experience provided important feedback in terms of test items and administration. • Professional development and guidance documents are available to assist the field in transitioning to the NCSC Assessment.
