SOURCE OF FUNDS • Authorization: • The Edward Byrne Memorial Justice Assistance Grant (JAG) Program was created as part of the Consolidated Appropriations Act of 2005, which merged the discretionary Edward Byrne Memorial Grant (Byrne) Program with the formula-based Local Law Enforcement Block Grant (LLEBG) Program to streamline funding and grant administration • The JAG Program statute can be found in Subpart I of Part E of Title I of the Omnibus Crime Control and Safe Streets Act of 1968 • The JAG Program is authorized under 34 U.S.C. §§ 10151 - 10158 • Despite the combination of the Byrne and LLEBG Programs in Federal FY 2005, Missouri continues to administer subawards under the purpose area of LLEBG separate from the purpose area of JAG • Catalog of Federal Domestic Assistance (CFDA) #: 16.738 • Federal Administering Agency: • U.S. Department of Justice (DOJ), Office of Justice Programs (OJP), Bureau of Justice Assistance (BJA)
FUNDING Population & Part 1 Crime Allocation Minimum Base Allocation • Calculated by the Bureau of Justice Statistics (BJS) • First, BJS determines a minimum base allocation to be awarded to each U.S. state and territory • Second, BJS calculates an additional allocation for each state and territory based on the state or territory’s share of population and Part 1 crime statistics (as compared to the other states and territories) • Once Missouri’s total is known, BJS next calculates each jurisdiction’s share of population and Part 1 crime statistics (as compared to the state’s) • Jurisdictions calculated as $10,000 or more receive direct awards from BJA (and are thus ineligible to apply for additional funding from Missouri, unless the project is multi-jurisdictional) • The remaining money, including the less than $10,000 shares, are awarded to the MO Department of Public Safety (MO DPS) • MO DPS is required to use the less than $10,000 shares for grants totaling less than $10,000 (funds the LLEBG Program) • MO DPS uses the remaining money to fund other grants under the JAG Program name Missouri Less than $10K Allocations $10K & More Allocations Direct Awards from BJA to Local Unit of Government MO Department of Public Safety JAG (Remaining $) LLEBG (<$10K $)
FUNDING OVERVIEW • Things to remember: • The Federal Fiscal Year is October 1 to September 30 whereas the LLEBG Project Period is January 1 to June 30 • Therefore, 2020 LLEBG awards will be funded from a combination of FY 2019 federal monies and any balance of monies from prior FY federal awards

ELIGIBLE APPLICANTS • Any state or local unit of government within Missouri • Except those eligible for a direct FY 2019 JAG award • Refer to Appendix A of the 2020 LLEBG Solicitation for a list of ineligible agencies • Non-profit and for-profit organizations are not eligible for the LLEBG Program • Law enforcement agencies must apply through their respective unit of government (i.e. city, county, university, or state department)

ELIGIBLE PURPOSE AREA • Allowable Budget Category: Equipment • Purchase of basic law enforcement equipment that will enable law enforcement agencies to reduce crime and improve public safety • Funding will not be approved for specialized law enforcement teams (e.g. SWAT, Drug Task Forces) • Funding will be considered if the officers perform normal patrol duties and double as a specialized team (make this clear in your application though – who will use it and how will it be used?) • Priority funding will be granted to those items directly related to officer safety • Details must be provided within the application to describe officer safety; assumptions will not be made by the peer review panel
ALLOWABLE COST ITEMS Allowable cost items include, but are not limited to: • Body Armor (Ballistic/Bulletproof Vests, Carriers, Plates) • Body-Worn Cameras • Flashlights • Gun Racks/Locks • In-Car Cameras • Lights Bars/Warning Lights/Directional Sticks • Mobile Data Terminals (MDTs) • Police Cruisers (sedans, SUVs, segways, ATVs, golf carts) • Protective Clothing/Gloves • Radios (Portables/Handhelds, Mobiles, Repeaters, Base Stations, etc) • Reflective Vests/Raincoats • Riot Helmets, Shields, and Batons • Road Flares/Cones • Security Restraint Devices (Handcuffs, Leg Irons, etc) • Siren Boxes & Speakers • Surveillance Systems for Jails • Trauma Kits/First Aid Kits • Vehicle Cages/Partitions/Seats Contact a vendor for pricing and costs for shipping, programming, installation, etc.
ELIGIBLE COST ITEMS – SPECIAL PROVISIONS • Body Armor • Encouraged to seek federal funding instead through the Bulletproof Vest Program (BVP) but will not be denied funding automatically. • Information about the BVP Program can be found online at https://www.bja.gov/ProgramDetails.aspx?Program_ID=82. • LLEBG funds may not be used as any part of the 50% match required by the BVP Program. • BJA guidelines allow the purchase of body armor at any threat level, make, or model from any distributor or manufacturer, as long as the body armor has been tested and found to comply with the latest applicable National Institute of Justice (NIJ) ballistic or stab standards, which can be found online at https://www.nij.gov/topics/technology/body-armor/Pages/standards.aspx. • BJA guidelines require body armor to be “uniquely fitted vests”, meaning the protective (ballistic or stab-resistant) armor vest conforms to the individual wearer to provide the best possible fit and coverage, though a combination of: (1) correctly sized panels and carrier, determined through appropriate measurement and (2) properly adjusted straps, harnesses, fasteners, flaps, or other adjustable features. • NOTE: The requirement that body armor be “uniquely fitted” does not necessarily require body armor to be individually manufactured based on the measurement of an individual wearer.
ELIGIBLE COST ITEMS – SPECIAL PROVISIONS • Body Armor cont’d • BJA guidelines require body armor to be made in the United States. • BJA guidelines require recipients of funding for body armor to have a written “mandatory wear” policy in effect. • There are no requirements regarding the nature of the policy other than it being a mandatory wear policy for all uniformed officers while on duty. • Subrecipientswill be required to send a copy of such mandatory wear policy to DPS when returning the signed subawarddocuments, if the approved budget includes costs for body armor. (Do not submit with the application!)
ELIGIBLE COST ITEMS – SPECIAL PROVISIONS • Body-Worn Cameras (BWCs) • Encouraged to seek federal funding instead through the Body-Worn Camera Policy and Implementation Program (BWC PIP) but will not be denied funding automatically. • Information about the BWC PIP can be found online at https://www.bja.gov/ProgramDetails.aspx?Program_ID=115 • LLEBG funds may not be used as any part of the 50% match required by the BWC PIP • BJA guidelines require recipients of funding for body-worn cameras to have policies and procedures in place related to BWC equipment usage, data storage and access, privacy considerations, and training. • Subrecipients will be required to send a copy of such policies/procedures to DPS when returning the signed subaward documents , if the approved budget includes costs for body-worn cameras. (Do not submit with the application!) • BJA released the BWC Toolkit (https://www.bja.gov/bwc/)to share model BWC policies and best practices to assist departments in implementing BWC programs.
ELIGIBLE COST ITEMS – SPECIAL PROVISIONS • Mobile Data Terminals (MDTs) • Should research the type of computer being requested. • The Missouri Department of Public Safety is aware that non-ruggedized laptops and tablets are typically not durable enough for road patrol purposes and therefore not the best use of federal monies. • Be sure the application addresses the agency’s capabilities (e.g. the types of data sharing programs/systems that would be accessible, internet connectivity).
ELIGIBLE COST ITEMS – SPECIAL PROVISIONS • Police Cruisers • May be marked or unmarked. • BJA defines a “police cruiser” as a vehicle used in the ordinary course for routine police patrol. • Depending on the agency’s jurisdiction, examples includes sedans, sport utility vehicles (SUVs), motorcycles, etc. • Segways, ATVs, and golf carts are also permissible but only if the Missouri Department of Revenue/Motor Vehicles does not require licensing or registration for such modes of transportation. Due to additional restrictions as a result of 34 U.S.C. § 10152, other types of vehicles (e.g. pick-up trucks, passenger vans, command centers, wheeled armored vehicles, tactical vehicles, etc) will not be permitted through the LLEBG Program.
ELIGIBLE COST ITEMS – SPECIAL PROVISIONS • Radios • Digital mobile radios compliant with APCO Project 25 (P25) specifications embody certain fundamental advantages, including interoperability. The term “inoperability” refers to radio equipment in compliance with P25 specifications, regardless of the manufacturer, that allow users to be “interoperable” with each other. • Pursuant to federal guidelines, communication projects funded with LLEBG/JAG monies should support the Statewide Communication Interoperability Plan (SCIP). Missouri has built a statewide public safety interoperable communications system, know as the Missouri Statewide Interoperability Network (MOSWIN). MOSWIN is a network of communications towers, base stations, and communications software designed to provide the infrastructure for interoperable communications throughout the state to both state public safety agencies and any local jurisdiction that wishes to use the system for their interoperable communications. • Radios are manufactured with bands: 1) VHF (single-band) or 2) VHF/700/800 MHz (dual-band). Initially the MOSWIN sites were built in the VHF band. Additional MOSWIN sites have since been added that have been built out to 700 MHz. Future MOSWIN sites may be built out in 700 MHz.
ELIGIBLE COST ITEMS – SPECIAL PROVISIONS • Radios cont’d • Agencies applying for radios should be aware that dual-band (multi-band or all-band) radios (VHF/700/800 MHz) are the best opportunity for local agencies to harness the coverage and capacity being implemented by the State in the MOSWIN. • System users must have a dual-band (VHF/700/800 MHz) mobile radio, installed to the manufacturer’s recommended specifications, to obtain optimum benefit from system enhancement. • VHF band radios are not compatible with 700 MHz band tower sites, and 700/800 MHz band radios are not compatible with VHF band tower sites. Dual band (VHF/700/800 MHz) radios will be able to connect to all MOSWIN sites. • LLEBG/JAG funds will only be permitted for models of radios that are dual-band. • Refer to the “Radio Interoperability Guidelines” available online at https://www.dps.mo.gov/dir/programs/cjle/llebg.php for a list of allowable mobile radios, portable radios, and repeaters, as well as justification necessary to provide within the LLEBG application if requesting such items. NOTE: Contact the Missouri Interoperability Center by phone at (855) 4-MOSWIN or by email at moswin.sysadmin@dps.mo.gov to ensure the appropriate communication devices are purchased for the department's needs and location to the nearest MOSWIN tower and to ensure the appropriate administrative requirements are met as it relates to the MOSWIN.
UNALLOWABLE COST ITEMS Unallowable cost items include, but are not limited to: • Aircraft (with the exception of a “police helicopter”) • Computer Software • Finance Fees/Late Charges for delinquent payments • Less –Than-Lethal Weapons, including tasers and stun cuffs • Office Equipment (e.g. desktop computers, scanners, copiers, printers) • Office Furniture (e.g. file cabinets, desks, chairs) • Real Estate • Unmanned Aerial Systems (UAS), Unmanned Aircraft (UA), and/or Unmanned Aerial Vehicles (UAVs) • Vehicles (with the exception of a “police cruiser”) • Vessels (with the exception of a “police boat”) • Weapons and Ammunition To leverage resources, research options through Missouri’s LESO Program: call (573) 526-1930 or go to https://dps.mo.gov/dir/programs/cjle/dod.php
PROGRAM GUIDELINES • Project Period: January 1, 2020 to June 30, 2020 • Six (6) month project period • Subrecipients cannot request an extension • Funds must be obligated within the project period • Funds which are properly obligated are allowed 60 days after the project end date (August 29, 2020) to be expended • Any funds not properly obligated or expended will revert back to DPS for the 2021 LLEBG subawards • No local match requirement • Cannot request more than $9,999.99 (using the “less than $10,000” allocations) • Can only submit 1 application per applicant agency • Cannot use LLEBG monies to supplant local, state, or other federal monies • Funds are disbursed to subrecipients at the beginning of the project period (usually early- to mid-January, unless other factors delay the timing of such check disbursement)
NEW ORGANIZATIONS • If your applicant organization has not yet registered within the WebGrants system: • Acquire a Data Universal Numbering System (DUNS) • Acquire or renew registration with the Systemfor Award Management (SAM) • Complete the “Register Here” on the WebGrants home screen • Wait for approved registration login Refer to the 2020 LLEBG Solicitation for further information and guidance.
RETURNING ORGANIZATIONS • If your applicant organization has already registered within the WebGrants system: • Log in with the User ID and Password previously provided during the registration process • Verify your work information in the “My Profile” module of WebGrants • Verify your organization’s information in the “My Profile” module of WebGrants, including the DUNS and CCR/CAGE data • Verify the registered users associated with your organization in the “My Profile” module of WebGrants Refer to the 2020 LLEBG Solicitation for further information and guidance.
GENERAL APPLICATION DETAILS • Solicitation released Tuesday, July 30, 2019; available through either of the following sites: • DPS LLEBG website: https://www.dps.mo.gov/dir/programs/cjle/llebg.php • DPS WebGrants Funding Opportunity: https://dpsgrants.dps.mo.gov • Applications must be submitted online in WebGrants • Paper applications will not be accepted • Applications due by 5:00 p.m., Tuesday, August 27, 2019 • WebGrants will automatically close based on the posted deadline • Late applications will not be accepted for circumstances such as illness, bereavement, internet connection issues, broken scanners, staffing conflicts, emergency responses, etc. • Start early!!
APPLICATION TIPS • The LLEBG Application has 9 forms. Each form must be “Marked Complete” to submit the application. • Each application form has required fields indicated by a red asterisk (*). A form can be saved without each required field containing data, but the form cannot be marked complete without each required field containing data. • Form and field instructions have been provided to aid in the completion of each application form. • Use the LLEBG Solicitation and the WebGrants form instructions to aid in the completion and submission of an application. Re-read the form instructions and the information provided to ensure relevance and completeness. • Proper capitalization and sentence case is requested when typing each application form. Do not leave on your ‘Caps Lock’ when filling out the application forms!!

WEBGRANTS - MAIN MENU • The WebGrants toolbar will appear on all screens hereafter and contains certain command buttons. • Menu: returns you to the Main Menu screen at any time • Help: displays information regarding the screen displayed (but will not be helpful with LLEBG) • Log Out: should be used to log out of the session; users are encouraged not to simply close the screen as it doesn’t end the session – the more users logged into the session, the slower the system operates • Back: returns the user back to the previous screen (so long as it doesn’t re-execute a command from the previous screen, in which case it may revert back to the different screen) • Print: allows you to print the content of the screen (will be greyed out if there is no content to print) • Add: allows you to add lines and attachments (will be greyed out if there is nothing allowed to be added) • Delete: allows you to delete lines and attachments (will be greyed out if there is nothing to be deleted) • Edit: allows you to edit lines (will be greyed out if there are no lines allowed to be edited) • Save: allows you to save data (will be greyed out if there is no data to be saved)

MODULE #2: MY PROFILE • Maintain personal contact information • Click “Edit” on the toolbar to update and then click “Save” to save the changes • Do not edit and re-use a person’s profile for a new employee; each user should have his or her own account and unique log-in
MODULE #2: MY PROFILE cont’d • Access Alert History and create Alerts • “Alert History” will display all emails sent to the profile • “My Alerts” creates alerts (as a grant contact, you will automatically receive all the alerts so this module is not beneficial)
ALERTS • Two types of notifications: • Automated alerts triggered on application and grant phases (e.g. status change, submission, negotiation, approval, not approved) • Mass distribution list emails from DPS staff (e.g. reminders, updates, training notices) • Alerts/Notifications are sent from dpswebgrants@dps.mo.gov • Add to safe sender list or a contact list to avoid being treated as junk/spam • Do not overlook these alerts as they can contain important and time-sensitive information • While the record is in the “My Applications” module, only the Primary Contact receives system-generated alerts • While the record is in the “My Grants” module, the Primary Contact and Additional Grantee Contacts, as applicable, receive system-generated alerts

MODULE #2: MY PROFILE cont’d • Add Registered Users • Add only if the individual is not already a registered user of WebGrants • Notify DPS to add if the individual is already a user associated with a different organization (e.g. grant writer) • Notify DPS via the “Correspondence” component of WebGrants if you add a new individual; must use the Change of Information Form • Remove Registered Users • Do not delete a registered user yourself • The individual is not automatically removed from the “General Information” component as a grantee contact or from the Distribution List • Notify DPS via the “Correspondence” component of WebGrants if you need an individual removed; must use the Change of Information Form

MODULE #4: MY APPLICATIONS Consists of two “areas”: Current Applications: • Editing – application has been started (but not yet submitted) by the applicant • Submitted – application has been submitted by the applicant • Under Review – application has been assigned for review • Correcting – application is being edited by the applicant • Approved – application has been approved, following any necessary revisions by the applicant Archived Applications: • Editing – application was started by the applicant but never submitted prior to the close of the funding opportunity • Withdrawn – application was withdrawn from consideration by the applicant (or the grantor per request by the applicant) • Awarded – application was approved • Not Awarded – application was not approved (reasoning recorded in the “Feedback” section at the very bottom of the application)
MODULE #5: MY GRANTS Consists of three “areas”: Current Grants: • Awarded – Subaward documents being signed by grantee and grantor • Underway – application officially became a grant • Suspended – grant has been “frozen” due to delinquent reporting and/or inappropriate activities Closed Grants: • Closed – grant has been closed • Archived – grant has been archived Claims: • Displays all Claims that have been created but not yet submitted (not applicable to LLEBG though)
STEP #1 – FIND FUNDING OPPORTUNITY Select “Funding Opportunities” from the Main Menu Select the appropriate “Opportunity Title” from the list of posted grants
STEP #2 - CREATE APPLICATION Funding Opportunity screen includes: • General Information • Description • Attachments • Website Links • Copy Existing Application: • can be used by organizations reapplying for funds under the LLEBG program area • application is created with the same information supplied for the copied LLEBG application (for the forms that are reused) • The Budget and Certified Assurances forms are new versions for 2020 LLEBG and therefore will not copy; the rest will. 2. Start a New Application: • must be used by organizations that have not applied under the LLEBG program area • application is created with no existing data MAKE SURE IF COPYING AN EXISTING APPLICATION, TO COPY FROM THE SAME PROGRAM AREA!! ALSO, IF COPYING AN EXISTING APPLICATION, BE PATIENT AND DO NOT CLICK SAVE MORE THAN ONCE!
FORM #1: GENERAL INFORMATION NOTE: If starting a new application, this form will automatically open in the Edit mode, but if copying an existing application, applicants will need to click “Edit” on the toolbar to complete or update the form. • Complete the entire form as indicated: • Primary Contact: select the desired primary contact from the drop-down field, which will be pre-populated based on name of the individual associated with the login information. • This individual will be the recipient of emails during the application, review, and negotiation phases. • Project Title: enter a brief descriptive title for the proposed project. If the application is a continued project, use the same project title from past years. • Do not use LLEBG or Local Law Enforcement Block Grant (or any similar reference) in your project title! • Do not include your organization (agency) name in your project title! • Do not include a year reference in your project title because the application is written in 2019 but is for 2020 so it gets confusing! • Organization: select the applicable applicant agency from the drop-down field, which will be pre-populated based on the organization associated with the selected primary contact person. • Click “Save” when completed • Review the form; click “Edit” if revisions are necessary and then click “Save” to save the changes • Click “Go to Application Forms” to continue
STEP #3 – COMPLETE FORMS The ‘Application Forms’ screen displays all the application forms for LLEBG. The ‘Complete’ column will track the completion of each form. The ‘Last Edited’ column will track any changes to each form. Multiple people can work on the application so long as they don’t work on the same form at the same time. Each form must be ‘marked complete’ before the application may be submitted. A checkmark in the ‘Complete’ column will not prevent you from making edits.
FORM #2: CONTACT INFORMATION • NOTE: If starting a new application, this form will automatically open in the Edit mode, but if copying an existing application, applicants will need to click “Edit” on the toolbar to complete or update the form. • Complete the entire form as indicated: • Authorized Official (AO) – the individual that has the ability to legally bind the applicant agency in a contract • Project Director (PD) – the individual that will have direct oversight of the proposed project • Fiscal Officer (FO) – the individual who has responsibility for accounting and audit issues at the applicant agency level • Officer in Charge (OIC), if applicable – the individual that will act as the supervisor or commander of the proposed project, if different than the PD above • Click “Save” when complete • Review for accuracy; click “Edit” if revisions are necessary and then click “Save” to save the changes • Click “Mark as Complete” when completed Check yourself… Is each individual identified correctly? Is the contact information current and accurate? Refer to pages 18 – 22 of the 2020 LLEBG Solicitation for further information and examples!! Refer to pages 19 of the 2020 LLEBG Solicitation if you have an Acting Police Chief/Sheriff/Marshal/Director.
FORM #3: PROJECT SUMMARY • NOTE: If starting a new application, this form will automatically open in the Edit mode, but if copying an existing application, applicants will need to click “Edit” on the toolbar to complete or update the form. • Complete the entire form as indicated: • Application Type – select ‘New’, ‘Continuation’, or ‘Expand/Enhance an Existing Project’ • Current Subaward Number(s) – leave blank if ‘New’ or enter your 2019 LLEBG subaward number if ‘Continuation’ or ‘Expand/Enhance’ • Program Category – select ‘Law Enforcement’ • Project Type – select ‘Statewide’, ‘Regional’, or ‘Local’ • Geographic Area – enter general service area • Brief Summary – enter brief description of proposed project, making sure to identify the equipment requested • Program Income – select ‘Yes’ or ‘No’ • Click “Save” when complete • Review for accuracy; click “Edit” if revisions are necessary and then click “Save” to save the changes • Click “Mark as Complete” when completed Check yourself… Is the form current and accurate? Refer to pages 22-24 of the 2020 LLEBG Solicitation for further information and examples!!
FORM #4: BUDGET • Complete the Equipment section: • To create new budget lines, click “Add” for the appropriate category • To edit an existing budget line, click on the blue hyperlink of the budget item or click “Edit”, make the changes, and click “Save” • To delete an existing budget line, click on the blue hyperlink of the budget item and click “Delete” • DO NOT LEAVE $0 BUDGET LINES! • Complete the Equipment Justification section: • To enter or edit, click “Edit” • Click “Save” when completed • Review for accuracy; repeat the above steps to make revisions • Click “Mark as Complete” when completed Check yourself… Are the budget lines clearly labeled? Is the basis for cost estimate clearly identified for each budget line? Does the budget justification address each cost item (preferably in order) and provide all requested information?
