Introduction • Terminology – infrastructure, information infrastructure, spatial data infrastructure • Access to data as a main pillar to SDI • Access is governed first by policies, then by technology, regulations, and all other considerations. • National data access policy can aid or defeat efforts at creating SDI at regional level. 7th EC GI & GIS Workshop
Terminology is important ! • What is Infrastructure? • What is Information Infrastructure? • What is Spatial Data Infrastructure (SDI)? • Does terminology matter when creating SDI? • Is water important to a man lost in the desert?? 7th EC GI & GIS Workshop
What is Information Infrastructure (II)? • General definitions vary widely, especially across nations • EU Information Society initiative 1994 • EU eContent programme 2000-2005 • EU Member State definitions • Conclusion: There is no commonly accepted definition on regional basis! 7th EC GI & GIS Workshop
What is Spatial Data Infrastructure (SDI)? • EUROGI definition • GI2000 definition • EC Institutions (‘EGIP’, COGI, JRC, DGs, EEA) definitions • EU Member State definitions • Non-EU State NSDI definitions (USA, Oz) • In all definitions – access to data plays a key role! 7th EC GI & GIS Workshop
Access to data in the SDI • Data accessbegins with policy. • Policy requires leadership and coordination. • Access is implemented by technology, often supported by other infrastructures • Access is not just about metadata, pricing, standard data formats, system interoperability, etc. • Access is about all of these! 7th EC GI & GIS Workshop

Access policy at regional level • Access policy for pan-European SDI • Access policy in Asia-Pacific SDI • Access policy in multinational, regional organisations (e.g. EC) • Access policy in regional projects (e.g. CORINE Land Cover, CAP monitoring) 7th EC GI & GIS Workshop
Access policy at global level • Access policy in the Global Spatial Data Infrastructure (GSDI) initiative • Access policy in multinational organisations at global level (UN) • Access policy in global projects (e.g. Global Mapping) 7th EC GI & GIS Workshop
How to achieve an acceptable data access policy at regional level? • Raise awareness at the political level across the region, State by State. • Compare ‘best practice’ policies within State governments and across borders. • Accept that not everyone will agree to a single policy! • Assess the cost of implementing the ‘lowest common denominator’ data access policy. 7th EC GI & GIS Workshop
Will we achieve a harmonised data access policy in a pan-European SDI? • Europe – we still some way to go! • Who are the key players in Europe? • North America – even with FoI, the picture changes year by year. • Asia-Pacific – 57 nations in APGIS will complicate needed harmonisation. • Africa and South America – just beginning? 7th EC GI & GIS Workshop
The Future ? • Monitor COGI at EC level • EUROGI initiatives, such as GINIE (Geographic Information Network in Europe) • Participate in EC-funded GI/GIS interoperability projects (JRC, eContent, FP6, et al) - where cross-border data access issues can be tested in real life. 7th EC GI & GIS Workshop
