The evolution of R&D activities R&D activity has recorded a strong decrease in the transition period. As a consequence, its share in the gross value added of the “services for enterprises” branch has decreased from 33.4% in 1990 to 7.5% in 2004. The services for enterprises useful for the concrete economic activities are recorded in the statistic system as “other services for enterprises” and they are referring at marketing, management, legal, accounting, audit activities, etc.

2. Outsourcing the R&D activities and the impact on the balance of payments The foreign trade with services in Romania
“Other services” In 2006 the surplus was achieved, from the export of these services, a surplus of EUR 431 million and in 2007 a surplus of EUR 845 million, practically a double value. Unfortunately, this surplus comes mainly from juridical services, accounting advising and other trade services, not from the R&D services. R&D has increased its positive trade balance result from EUR 5 million in 2003 to EUR 34 million in 2007, informatics services and computer services from EUR 56 million in 2003 to EUR 106 million in 2007, communication services from EUR 135 million to EUR 393 million.

In this context, it is worth to mention that on medium and long term – as the Romanian economy will gain upon the average development level in the European Union – the impact of the R&D on the balance of payments will change. If nowadays, the delocalization represents an advantage for Romania, in the near future, romanian societies will call on outsourcing.
