Actions Addressed in Advance of Meeting • Action Item 9 – Review sites moving from NQH to QH where 332 message is significantly delayed • List of sites provided • Follow-up indicated that sites where there was a very long delay with the 332 message were affected by various defects during 2005 • Delay period has been reduced in 2006 and continues to improve • No further feedback received • Propose to close this item
Update on Action Items • Action Item 11 – Review possibility of creating and providing test data for IPT • Test master data can be created and provided • MPs may need to assess IPT assurance requirements to see if creation of test master data is necessary and/or beneficial for June Release

Rural to Urban Reclassification Update • Run 3 to cater for residual • Approx 3300 sites remaining • mostly new connections • Proposal with Networks business for handover of remaining sites and future changes • New report to track new cases has run this week: • 12,000 approx. further cases identified • We will advise details to suppliers in near future
Proposal to CoS Issues for sites over 100 kVA • Action Items 6 & 8 refer • Issue relates to 1,100 sites • Networks have submitted a proposal to CER. If approved, Networks would: • Write to all these customers advising: • MIC and the general conditions of connection • Allow 3 weeks for query • If no query or signed CA in 3 weeks, agreement would be ‘deemed’ • Update all 1,100 sites as having a Connection Agreement on the market system • Proposal now with CER
Vulnerable Customers • Initial meeting held between Networks business and ISC • Changes for Vulnerable Customers more complex than originally envisaged: • 4 attributes in the decision, each linked to a distinct set of DSO responses: • Elderly • Life support equipment • Hearing impaired • Visually impaired • Outstanding issues currently awaiting resolution from Networks business before finalisation of Implementation Plan • Next stage will be to issue revised Discussion Request

Erroneous De Registrations • Most sites now corrected • One Supplier is seeking clarification from CER • Need to retain as IGG item until resolved • Sites Energised without Registration • A small number of sites over 30 kVA were energised without a registration • Networks have contacted the customers advising them of need to sign up with a Supplier • 12 sites still not signed up and Networks are continue to follow up • System Control to avoid a recurrence is now in place MRSO
Delays in Completing Registration of New Connections • We are currently investigating a small number of sites that may not have been advised as energised and so registration has not been completed • We will also review the controls in this area with Networks to ensure that they are adequate • Transmission Connected Sites • Provision of data for 5 new sites unresolved • PDS and Nat Grid in ongoing discussions MRSO
QH sites designated as NQH in SAP IS-U • Total number of sites that moved to QH in the May 06 tranche are as follows; • PES - 300 • IS - 44 • There is a balance of approx 35 sites that we will move in the next tranche in July • PDS Review complete and 723 sites identified • Meter Asset Mgt notified and kits being sourced • They will advise programme plan shortly • Will be flagged as QH eligible on extranet MRSO
MRSO • Annual Verification of Data – per MPD 15 • PDS will have proposals on annual verification by 2nd June and will then agree with CER • Note also that PDS have problems with validating data for a small number of sites where data is provided by Grid. Proposed long term solution is via SEM
Re Aggregation • February Re-Aggregation CD issued 12th May • 13 Month Issue • Mods Panel has made a decision (PM179) • Detailed design work required from small project team to implement the changes MRSO
MRSO Consumption Adjustments MPD 17 • These cover revenue protection and meter/time switch faults which are not automatically included in Aggregation • Following the Mods Panel discussions there may need to be a revision to Agreed Procedure 03 • Mods panel has agreed the following proposals • consumption adjustments within 13 months will be advised to Settlement by a manual extract • consumption adjustments greater than 13 months would be treated same as consumption outside 13 month window • MRSO and SSA to meet and agree relevant procedures

Retail Market Design Service Update Learning Point: • Change of Supplier Read Arrangements • A couple of Market Participants have submitted 010 messages in the recent past with Read Arrangement of SC or CR and a Required Date into the future • Market Participants should not populate the Required Date where the read type is SC • Market Participants need only populate the Required Date where the read type is CR and the reading is on the 010 message • 010 messages with Required Dates well into the future will mean that the Change of Supplier process will wait until the date has been reached
Retail Market Design Service Update • Quality Review • Internal review of quality processes as well as Market processes ongoing • Stakeholder Meetings • Initial contact made with some Market Participants to arrange meetings in the next few weeks • Plan to be compiled following stakeholder meetings and submitted to CER following stakeholder meetings.
Migration of Market Design to new Process Modelling tool • Working with Web Development team to create web-site to store V 5.1 • In the short term all items will issue on CD • Full Version 5.0 of Market Design to issue on CD today • Full Version 5.1 of Market Design to issue on CD first week in June
