Yissum, the Technology Transfer Company (TTC) is responsible for recognizing and managing the IP assets of the Hebrew University in Jerusalem.Yissum’s mission is to help turn science into tangible products, for society's use and benefit, while generating income for the inventors and the University, to support research and education.1) evaluating projects, 2) patenting new inventions, 3) developing licensing strategies, 4) negotiating licensing agreements, 5) assisting and supporting researchers who wish to establish companies to develop and manufacture products based on their inventions, and 6) coordinating joint research between inventors and industrial partners.
It is general policy that rights to IP resulting from government-sponsored research at universities would be assigned to the universities. The Technology Transfer Process 1) Yissum receives innovation disclosures from faculty, staff and students.(HU rules). 2) Disclosures are evaluated for their commercial potential. 3) The invention is reviewed with the inventor to learn about potential applications. 4) Develop a licensing strategy, consider the technical and market risks and decide whether to patent the invention. Yissum can decide not to pursue a commercialization process, the inventor is notified and entitled to apply for a patent independently and at his own expense. The IP however, remains the property of the Hebrew University.
Acquired bureaucratic deficiency syndrome Material with potential to become a revolutionary medicine for treating AIDS was found in 1996 by Prof. Zeev Trainin, Trainin and his team injected the material into mice that were infected with an AIDS-like disease and the disease disappeared almost in some of the mice. The Industry and Trade Ministry agreed to provide the necessary financing through one of its "high-tech incubator" funds, but the Agriculture Ministry refused to waive its intellectual property rights. Like children, the two ministries squabbled over who owned the rights and in the meantime, the entire testing process came to a halt. Trainin succeeded in interesting an investor from Britain in the drug, but then the Justice Ministry ruled that the Agriculture Ministry could not enter into direct contractual ties with foreign investors
