FY09 Key Achievements • CAWG meeting (October 2008 and May 2009) • May 2009 meeting held jointly with F&I and included: • Complex-wide leading indicator application • Complex-wide integrated assessment planning practices • Site-to-site visits/benchmarking (LANL, B&W Y-12, Kansas City, DOE HQ, PNNL, ORNL, LLNL, DOE Hanford, etc.) • Nuclear Industry Corrective Action Program Owners Group (CAPOG) – benchmarking sessions (initial engagement) • Independent assessments of LANL/Y-12 CAS: • NNSA Pilot Assessment of the LANL CAS (using the NNSA Draft CAS CRAD) • Y-12 NNSA Assessment • LOCAS Peer Assist Review - March 2009 • LANL and NNSA have shared lessons learned from the initial site assessments
FY09 Key Achievements cont. • Requirements Flow-down Benchmarking • Worked development of an approach to defining/deriving leading indicators • Provided DOE HQ consolidated CAWG feedback on a guide for HSS's review of Corrective Action Plans • Round table on effective use of Lessons Learned / Operating Experience programs • Supported implementation of LOCAS performance measures as a pilot with NNSA • Assisted Office of Science Labs in development of updated “assurance” approach • Worked approach for an integrated rule-based assessment schedule • Working group members have also actively participated in: • HSS Safety Directive Project • NNSA Line Oversight / Contractor Assurance System (LOCAS) effort • HS-30 visit (William Roege); discussions/data exchange with Earl Carnes
FY 10 Key Achievements To Date • Developed initial group (3) of best practices for review at Fall 09 meeting • Well-attended joint meeting in November 2009 with ISM F&I Subgroup • Initial agreement on what criteria CAWG wants to apply to their development of best practices, incl. the following decisions: • CAWG will use the definition and protocol established by EFCOG for submitting best practices: http://www.efcog.org/bp/guidance.htm • The main objective for the contractor assurance best practices is to create a forum for learning and sharing with information that is relevant, new, and significant to the group • The desired end-state is to have a “library” of best practices covering a wide range of both topics and levels of details • It is furthermore desired that there are best practices for all sizes of organization, from the smallest one-man operation to the biggest of the national laboratories • Discussion and budding agreement of what constitutes “elements of a sound contractor assurance system” from CAWG members • Starting to receive list of high-level elements from the CAWG members
FY10 Forecast of Activities • Publish best practice or white paper on “Elements of a Sound Contractor Assurance System” • High-level elements received from CAWG members will be incorporated • Alignment with the “EFCOG Platform for Assisting DOE Reform Initiatives” • Publish best practice or white paper on “CAS Self Assessment Methodology” • Alignment with the “EFCOG Platform for Assisting DOE Reform Initiatives” • Alignment in general with administration – focus on methods for improving contractor performance and increasing efficiency • Evaluate and promulgate key elements of a corporate governance model
FY10 Forecast of Activities cont. • Enhanced process-centered approach to performance improvement • Document generic approach for development of corrective action plans and effectiveness review plans • Continue working the development of leading indicators (DNFSB interface) • Continue to work with NNSA on LOCAS improvements (including metrics) • Develop methods to improve the use of lessons learned data and information to improve performance • Develop approach to an integrated rule-based assessment schedule • Develop approach to couple process management and metrics • Alignment with administration – focus on methods for improving contractor performance and increasing efficiency
Collaboration with other WGs • Joint meeting in April 2010 with the Safeguard & Security Working Group and the Safety & Security Regulatory Working Group • Continue emphasis on site visits/sharing/benchmarking to generally improve CAS effectiveness • Collaborate with DOE/Site Contractors on Directives Reform Initiative
