  2. Introduction • Regional capital, 450km north of Bucharest • Population: 108500 • Low technological base and low, but rapidly increasing car ownership

  3. Transport Situation • Public transport provided by public company using a constrained bus and trolleybus network and an increasing number of private minibus operators • Minibuses often unregulated both in terms of vehicle quality and routes / locations served • Public provider entering this market to give some element of control

  4. Local Objectives • Raise awareness of: • Sustainability • Congestion • Pollution • To try to prevent car dependence becoming the norm as it has done in Western Europe • To reduce the impact of car use where it is necessary

  5. Methods • Promotion and support for non-motorised modes • Improvement of public transport services • Reducing the impact of car use • Policy support • General awareness activities

  6. Measures: Promotion & Support for Non-Motorised Modes • Low emission zone, based on 2 pedestrianised areas • Used for cultural events • Limited hours and permanent • New walking & cycling plan • Mapping of pedestrian & cycle routes • Investigation of extension of LEZ

  7. Measures: Improvement of Public Transport Services • Installation of particulate filters on EURO II minibuses • Refurbishment and re-introduction of trolleybuses allowing removal of old polluting buses

  8. Measures: Reducing the Impact of Private Transport • Investigation of the impact of particulate filters on cars of differing ages and technologies • Demonstration of LPG cars • Promotion of LPG as a vehicle fuel with other stakeholders

  9. Measures: General Awareness • Serious and fun events to support project measures, based around the LEZ, to show how it can benefit the people and promote sustainable transport options

  10. Measures: Policy Level Support • The first public transport plan will follow… • To help guide the city in future transport provision
