LDCs Programme of Action for the decade 2011-2020 • Overarching goal • overcome the structural challenges faced by the LDCs, eradicate poverty, achieve IADGs & graduate from LDCs category. • Objectives • Sustained, equitable & inclusive economic growth to at least the level of 7% per annum • Human capacities, sustained, equitable & inclusive human & social development, gender equality & the empowerment of women; • Reduced vulnerability to economic, natural & environmental shocks & disasters, & climate change, • Enhanced financial resources & their effective use for LDCs development, • Enhanced good governance at all levels.
Rio+20, GA Resolution 66/288, Sustainable Development and MDGs • commitment to sustainable development and to ensuring the promotion of an economically, socially and environmentally sustainable future for our planet and for present and future generations (Note the three pillars) • committed to freeing humanity from poverty and hunger as a matter of urgency • commitment to accelerate the achievement of the IADG, including the MDGs by 2015. • Recognition of the critical role of technology & importance of promoting innovation, in particular in developing countries. Capacity Building: Knowledge sharing and transfer • We emphasize the need for enhanced capacity-building for sustainable development and, in this regard, we call for the strengthening of technical and scientific cooperation, including North-South, South-South and triangular cooperation. We reiterate the importance of human resource development, including training, the exchange of experiences and expertise, knowledge transfer and technical assistance for capacity building, which involves strengthening institutional capacity, including planning, management and monitoring capacities. (GA resolution 66/288 September 2012).

identify areas of service delivery in which adaptation of best practices will be facilitated. • define the criteria & methodology for selecting the good practices to be adapted & the countries to adapt them • recommend to DPADM how awareness can be enhanced for Govts to utilize the innovations to improve quality & equitable access to public services • conceptualize the methodology & outputs for workshops in the project on Strengthening capacities of the public sector in LDCs to deliver quality services equitably through the transfer & adaptation of innovations • Advise DPADM on the Special Award for Promoting Adaptation of Innovations through Peer-to-Peer Partnerships Objectives of the EGM
Project Logic • Strengthening capacities of the public sector to combat corruption and to deliver effective and equitable services, including gender-sensitive services, is instrumental in promoting sustainable development and poverty eradication; in protecting the vulnerable, as well as in facilitating the integration of developing countries into the world economy. • The State plays a critical role in promoting access to and quality of public and social services, including access to water, sanitation, shelter, health and education • Experience has shown that governments that made progress in promoting transparency and accountability, and in providing equitable and effective service delivery have developed innovative ideas and practices, making use, whenever possible, of information and communication technology, and relying on strategic partnerships.
Conclusions • Doing Public Sector Work as usual will not lead to improvements in sustainable development., There is need for innovations Old ways rarely give modern products and services • Often being innovative means adapting what exists instead of reinventing the wheel. • Since the world existed exchange and partnership have been instrumental in innovations. We are not trying anything new here. • We are counting on the experts gathered here to advise on how to capitalise on the innovations going on all around the world to speedup development in LDC
