The International Preparatory Committee • In November, 1987, the International Preparatory Committee for International Joint Study Council on ISDN among Asian Countries was set up to encourage joint studies of modernization of telecommunications, in particular, introduction of ISDN on and equal status among Asian Countries. • The 1st Meeting of the International Preparatory Committee • Date: December, 1987 • Venue: Bangkok, Thailand • The First Meeting was held to exchange the views of the countries concerned on the frameworks and activities of international joint studies on ISDN. • The 2nd Plenary Meeting of International Preparatory Committee • Date: 26 April, 1988 • Venue: Tokyo, Japan • After the four month examination of the frameworks and activities following the Bangkok Meeting, members of the countries concerned again met in Tokyo to finalize the matter in April 1988. At the Tokyo meeting, the Second Meeting of the International Preparatory Committee the establishment of Asian ISDN Council was agreed on by the participants with the objective to contribute to the socio-economic development and improvement of the standards of living in the Far East Asian countries and member countries of the Association of South East Asian Nations (ASEAN) by promoting the development of telecommunications infrastructures through joint studies undertaken on an equal status. • This Committee was composed of the Second Meeting of the Executive Committee and the Second Plenary Meeting.

Objectives • The key purpose of the Asian Info-communications Council is to support the sound development of telecommunications infrastructure, and contribute to the socio-economic development and improvement of the standards of living in the Far East Asia countries and member countries of the Association of South East Asian Nations (ASEAN) by advancing the development of information and communications infrastructures through joint studies and research activities undertaken on an equal status. • The Constitution of the AIC states that the council shall promote the following: • Greater mutual understanding among member countries on the modernization of Info-communications; • Exchange of views and opinions and/or research results, and development of human resources in the field of Info-communications technologies; • Contribution to the international standardization of Info-communications technology, in particular with reference to the international recommendation on standardization.
Organizational structure and research themes • AIC is composed of a management committee, a general assembly, and working groups (WGs). The management committee, which is the AIC’s highest decision-making body, is made up of the supervising government agencies of each member country, and its role is to discuss and make decisions regarding matters such as the structure of AIC, its operation and management, its research themes, and extensions to its sessions. The general assembly is a forum for the exchange of opinions, in which all council members can participate, and it is also used for announcing country status reports and communicating the decisions made by the Management Committee. • In the first term and second term there were only two WGs in operation—WG1, dealing with technology, and WG2, dealing with services and applications—but in the third term a new WG was added—WG3, dealing with regulations and policies, and projects relating to information and communications infrastructure. At the end of the third term, a special session on a designated theme was added in order to stimulate discussion. Thus, there are finally three WGs plus one session in the research system of the AIC.
Organizational structure and research themes(2) The research themes of the AIC are set at the Management Committee Meeting, to reflect changes in the telecommunications environment. During the first term, when the member countries were at the stage of preparing to develop ISDN systems there was a need for personnel training, so the focus of the council was on concrete tasks such as the collaborative creation of guidebooks and handbooks relating to ISDN by WG1, aimed at facilitating the launch of these services. At the same time, WG2 surveyed the planning and development status of each member country, summarizing its findings in the form of a handbook.
