Project F-MAN • Goals • Development of 3 modules (Tracking / Tracing, Data Processing, Asset Management) • Europe wide testing of a prototype • Development of the F-MAN Pool - tool set • Financed by EU • Members: CP, SNCF (via SIGMA), SZ (via PI), Software-, Telecom - companies, Universities • Project running time: 01.10.2001 – 30.09.2004 • Status: • Software tools ready • Start field testing 1.3.04

  3. Background EUROP – Pool cancelled without substitution Wagonlink(Railion etc) project also stopped EC is pushing „New Wagon Status“: a „liberalized“ RIV (like P-Wagons), New private RUs are entering the market, thus: New wagon management solutions are needed

F-MAN Pool Concept (2) • Management by „Wagon Pool Ltd.“ (example) • „Wagon Pool Ltd.“ (WAP): like a bank marketing the exceeding capacities of the members, • Pool Manager is payed for yield management • Contracting between RU and the Pool Manager („pool dedication“) • Contract time • fees, pay/payback process • revenue participation of RU • Price calculation per transaction via • „bid / offer“ – process or • fixed fee usage (time / mileage based) • Automatic starting of the billing process (from „OUT  IN“) • After „IN“ (- Pool) information: return trip to location of empties / next usage

Tools • - Telematic box for position / status information(On Board Terminal) • Decision support with • Business rules for the • bid /offer procedure and • defined access / exit rules • management incentives to create win/win situation • Billing capabilities as a function of • status indication • pool usage time • transportation prices for the empties (based on „New wagon status“)

Added Value • Compared with former pool experiences: • revenue oriented management of empties • financial asset control via real time management (by OBT), provided by • automatic billing for • cost allocation to changing users and differentiation of cost mode (loaded / empty) with • productivity control and higher wagon availability • commercial incentives creates win/win situation for the pool participants and WAP (US-example: TTX) • broader scale of empties creates quicker allocations ( economy of scale)

Problem / Solutions • Pool Access only via wagons with an OBT • Matter of a Business Case for the wagon owner • Balancing between own usage and pool operation • Selection of short-, medium-, and long termed pool contract • Geographical gap between location of empties and loading terminal, unbalanced volume flows •  Optimisation tool available by F-MAN (distance based) • „Sufficient“ free wagon capacities (critical mass?) • Case to Case solutions (commodity dependant) Pool wagons are „revenue units“
