WEQ EC Scoping Task Force on Coordination of Service Across Multiple Transmission Systems In Order 890, FERC directed transmission providers, working through NAESB, “to develop business practice standards related to coordination of requests across multiple transmission systems.” Problem to be Addressed (Simplified Statement) Currently, a Transmission Customer hoping to move energy across multiple transmission systems could be left with a financial obligation to pay for a reservation on one system without a guarantee that the whole transmission path may be reserved. This due to: • Transmission Providers processing transmission requests independently of one another (and often on different approval timelines), • Transmission Providers adhering to strict confirmation deadlines, and • Transmission Providers having no consistent mechanism to accommodate coordination of requests. WEQ EC Scoping Task Force on Coordination of Service Across Multiple Transmission Systems The Work • Task Force started work March 22 and completed work on June 18 • Met as a team 8 times (34 hours) • Meetings are documented on WEQ EC website • Reviewed FERC ordering language & associated filed comments • Developed list of issues (parking lot document) • Developed draft scope documents • Customer sub-team - led by Roy True • Provider sub-team - led by J.T. WEQ EC Scoping Task Force on Coordination of Service Across Multiple Transmission Systems The basic recommended process relies on the customer, after submitting a request on each system, to communicate true-up information to each transmission provider. Proposed 3 Step Process • Customer flags the set of requests for service across multiple systems (“linked group”). • Each Transmission Provider processes the request on its system the same as it would process any request on its system (“pre-true-up final state”). • Upon confirmation, the Customer determines the final capacity amount of each request (“true-up”), which must be equal to or less than the capacity offered. The amount of capacity the Customer confirms may vary per transmission system. Task Force Presentation to WEQ EC
