This update provides information on the progress and challenges in the development of the Provincial Water Sector Plans (PWSPs) for the period of 2007/08-2011/12. It highlights the key objectives, strategies, and outcomes of the PWSPs, as well as the emerging trends and the next steps in the process.

Provincial Water Sector Plan • The PWSP replaces the old Provincial Sector Strategy (PSS) • It consists of the (old) PSS, plus a 5 year workplan • There are however a number of new requirements • The PWSP sets out what the sector hopes to achieve in the next 5 years and how it will do it • It is essential that it is developed via a highly collaborative process
New challenges and paradigms in the 2007/08 – 2011/12 PWSP • 5 Year timeframe • Integration of water resources aspects • Incorporate full sector requirements in terms of budgets etc. • Determine (realistic) needs, not just MTEF figures • “Water for Growth and Development”
Key deliverables • Revised strategy/strategic framework • 5 year workplan • Standard workplan format • A participative, collaborative, IGR process • 2 funding scenarios: MTEF and “realistic needs” • Integrating water resources aspects • Integrating programmes and strategies of sector partners • Signing off by Premier/MEC: 2007??
Development of the PWSPs: broad successes • First drafts produced by deadline! • All provinces have made a good start at integrating the water resources aspects • All provinces have made a start at addressing the broader implications of the W4GD imperative • 7 have initial 5 year workplans in place
Development of the PWSPs: generic challenges • Timeframe for development was too tight to allow adequate consultation • Participation of sector partners (and their plans, programmes, etc) • Realistic evaluation of budgets • Development of 2 funding scenarios • Participation of Premiers and provincial government • Understanding the implications of W4GD is still a work in progress! • Bulk supply projects • Capital maintenance projects • Supply to schools and clinics
