Attribute 1.A comprehensive, baseline hazard survey has been conducted within the past five (5) years. Purpose:To determine if the organization, through site inspection and analysis, has developed a reasonably complete inventory of the S & H hazards existing at a certain time, to serve as the basis for subsequent action planning and priority setting.
Attribute 2.Effective safety and health self-inspections are performed regularly. Purpose: To determine if personnel in the organization are performing effective S & H inspections on a regular basis.
Attribute 3.Effective surveillance of established hazard controls is conducted. Purpose: To determine if the organization exercises ongoing diligence to detect situations in which previously established safety and health controls have become missing, defective, deficient, improperly applied or otherwise inadequate.
Surveillance is constant or ongoing while inspection is periodic • This item can be evaluated by consultant observations. Whenever consultants observe that established controls (engineering controls, PPE, safety rules, safe work practices, etc.) are being violated, there is indication that surveillance is missing or ineffective • Employees, particularly supervisors, can be asked to describe the key safety and health controls associated with their work areas, operations, or job duties; how such controls are monitored; and what steps are taken when problems are detected

Attribute 11. Feasible engineering controls are in place. Purpose: To determine if the organization identifies and employs engineering methods to eliminate or control workplace hazards.
Consultation Process • Step 4: Correction of Serious Hazards • Employers must correct “imminent dangers” or “serious violations” of OSHA standards, as appropriate • List of hazards must be posted where employees can see it for 3 days or until corrected
Your OSHCONConsultant WILL: • Help you recognize hazards • Suggest general approaches or options for solving problems • Identify other safety and health resources available if you need further assistance • Provide hands-on training for you and your employees
Your OSHCON Consultant WILL NOT: • Issue citations or penalties • Report violations to OSHA • Guarantee that your workplace will be free of citations if inspected by OSHA
