  3. Local role • Initiate management of donations • Initiate coordination of volunteers • Transition to wider operations if needed • State ESF 17 – VDEM + VAVOAD • NDMN – National Donations Management Network (powered by Aidmatrix)

  4. Local Plans • EOP assignment to manage donations • EOP assignment to coordinate spontaneous volunteers • Training and exercises

Status of local capabilities • Survey of local emergency managers • Aug 09 Regional Coordinators request • 141 jurisdictions with EM • 68 responses (48%) • 38 assign donations management in EOP • Seven assign to a voluntary agency • 31 assign volunteer coordination in EOP • Nine assign to a voluntary agency • 12 cited experience in one or the other

  6. Gaps in local capabilities • A majority of localities do not have anyone tasked or trained to manage donations or to coordinate volunteers • Many localities have no experience in managing donations in disasters or in coordinating disaster volunteers Whether you plan or not, they will come!

Partnerships • Local partnerships between govt and voluntary agencies • EM training and exercises; • Involvement of local agencies that manage donations and coordinate volunteers in non-disaster settings. • Mutual aid - neighbors • State assistance • Start-up in response • Continue in recovery

  8. Resources for managing donations • Adventist Disaster Response • Donations management • Warehouse management • Local agencies that receive donations • Salvation Army, food banks, social services agencies, etc.

  9. Resources for coordinating volunteers • Local agencies that use volunteers • Local or regional 2-1-1 centers • Local or regional volunteer centers

National Donations Management Network (NDMN) • Partners: FEMA + NVOAD + Aidmatrix • Donations of cash, in-kind, time, services • VDEM has MOU with Aidmatrix • Training & exercises, technical support • Users: Local affiliates of state VOAD members • Representatives at local, regional, state level • Administrators: VAVOAD + VDEM • ESF 17 in response (VEOC) • Voluntary Agency Group in recovery (JFO)

NDMN: How it works • Financial donations • VAVOAD members integrated into NVOAD list www.aidmatrixnetwork.org Link on VAVOAD web page • Plans for link from VDEM web page • Offers of In-kind Donations • Training site: All VAVOAD members operational http://sandbox.aidmatrixnetwork.org/fema/states.aspx?ST=Virginia • Live site – pending assignment of ID and passwords • Volunteer offers • Link operational; not currently using in VA

  12. Role of NDMN in response • Offers can come from anyone, anywhere • Local users are voluntary agencies • VAVOAD affiliates • Needs are submitted by users • Coordination at EOC level, local & state • Offers can be transferred across state lines • Local need can be filled from any resource

  13. Summary • Starts with local planning and local resources • Get a good start . . . . . • Implement plan when event is small • Build expansion into the plan • Local needs can be met through NDMN • In coordination with local VAVOAD affiliates
