Carrick-on-Suir Development Association (COSDA) • Formed 1981 • Secretary: Patsy Fitzgerald, Chair: Niall Walsh • Restored Heritage Centre in late 1980s and has run it ever since • Place to preserve memorabilia, photos etc important to town history • Tourism Point • Secured funding via Munster Vales & Town & Village Renewal Scheme for HC refurbishments and plan to turn into top class visitor attraction • Actively involved in all the COSTEDC projects • Other notable accomplishments: • Employed over 200 people thru CE schemes since mid 1990s • Restored River Walk mid 1980s when it was overgrown beyond Miloko • Kept town voice active in tourism especially Butlers & Ormond Castle • Took on The Friary (since 2007) • Marina and attracting Inland Waterways boats • Carrick on Suir Business Association (COSBA) • Formed in 2008 & has over 70 members • Promote business in the town & its hinterland & to foster a positive image • Lobby on behalf of our members’ interests, both locally and at a national level. • Develop initiatives to attract and retain custom in Carrick-on-Suir, such as our Carrick Vouchers (Over €500,000 to date). • COSBA also are the driving force behind festivals and events, which celebrate our heritage and culture, such as Carrick on Suir Tidy Towns & Christmas lights. • Man a full time office. • Through our representative on the COSTEDC board, Maurice Power, we play an important role in those efforts. • Ultimately we believe that Carrick on Suir is a positive and progressive place to live and do business.

Heritage CentreCurrent Situation • Building issues: damp & utility • So Far: • COSTEDC secured a grant in 2016 to do a preliminary scope of work • COSDA Thru COSTEDC & Munster Vales secured funding (2017) for: • Architectural design, Planning Permission for building upgrade, detailed construction bid packages (Shovel Ready) (JPO Architects) • Detailed Marketing Plan (Boland Marketing) • State of the art Interpretation Plan to showcase history of Carrick-on-Suir & its people (Mark Leslie/Martello)
Heritage CentrePlans • Nov 2018: COSDA secured funding to carry out the building works • Town & Village Renewal Scheme grant aid of €174,000 • Match funding needed: €50,000 • T & V require substantial work in progress by July 2019 • Completion by November • HC will relocate activities • Interpretation Plan • Seeking grant and matching funding for the project

Proposal: Leader to Manage HC & Drive Visitor Numbers/Value to town • Experienced Tourism professional to: • Drive increased numbers of visitors to town centre and to the attractions • Drive the marketing integration for all the initiatives • Manage the Heritage Centre • Implement the Heritage Centre Marketing Plan • Lead the funding campaigns for the HC • Curate new HC interpretation attractions • Heritage Centre operating costs need significant cost support in early years • Staffing: need trained staff to support 7 day opening in season • Marketing • Support costs for IT, etc • Costs associated with top class HC activities
Background • COSTEDC’s Carrick-on-Suir Vision 2030 included an enterprise centre • In early 2018, COSTEDC set up a sub-committee to explore the options • Visited centres in Carrick-on-Shannon, Dungarvan, Dunhill, Navan, Skibereen & Sneem • COSTEDC became a member of the National Association of Community Enterprise Centres in November 2018
Progress • Decision taken to focus on a Digital Hub • Phase 1: Tipperary Co Co/Carrick-on-Suir MD offered space on the top floor of the newly refurbished “Town Hall” building • Phase 2: Involves securing an additional building in the centre of the town
Phase 1 • ~15 workspaces in 2 rooms • Users: • Hot desks • Small start-up businesses • Mentoring and support to grow businesses including access to start-up business networks

Heritage Centre Funding Needs- Capital Capital • We need to raise €150k to match fund the grants over the next 2 years. • Urgent need to raise €50k immediately for our 2019 needs.
Operating Expense to significantly increase visitor numbers Working Capital • There will be a need to raise about €174,000 to cover deficit through year 3 • Income comes from a number of sources- see next slide
Funding Sources for Tourism/Heritage Centre • Expect to raise between 50 and 80% of specific cost items from Grants and Government Schemes • Key enabler is matching funds available 6-12 months ahead of need • Sources of matching funds and items not grant aided: • Entry fees and merchandising in the Heritage Centre • From the town: businesses, individuals- seeking multi-year support • Sponsorship from key large local companies • Friends of The Heritage Centre • Friends of Carrick-on-Suir • Philanthropic Funds • Professional fundraising effort with Irish diaspora
Digital HubFunding required nett is just over €0.5 Million • Funding will be sought to cover 80% of these costs from a variety of sources: • Local funding • NPF 2040/EI grants • Investors for building lease-back • Other sources- future grant programs • Philanthropic sources
Digital HubCapital Phase 1 Fit Out has modest needs • Tipperary Co Co is providing building • Enet will provide broadband at minimal cost • Carrick-on-Suir Municipal District is assisting with some fit-out costs • Balance of fit-out costs have to be raised immediately
FundraisingLocal support will ensure Government/Local Authority/Corporate/Philanthropic support • Business support in terms of • Donations • Sponsorship • Major support • Individuals willing to commit to annual donations: • €250 annually or more for 5 years • Help to identify philanthropic sources of sponsorship in Ireland, UK & North America • Why support these projects as individual: • Your donation has a multiplying effect: Donate €250 (Min/annum) Tax claim €50 Total €300 €250 cash to COSTEDC can lever between €1,200 and €2,700 grants • As a company, support can be written off against company income
