  1. YJB Research and Effective Practice:Current Priorities and Future Developments Dr Louise Moore Head of Research and Effective Practice

  2. Origins in YJB Statutory Functions… • Under Crime and Disorder Act, statutory functions include: • To identify, make known and promote good practice. • To commission research and publish information in connection with good practice.

  3. What we currently do… • Leadership and implementation of the Effective Practice Framework, comprising: • Effective Practice Library • Effective Practice Classification Panel • Evidence Awards • Sector-led Effective Practice Prioritisation exercise. • Commissioning External Research/undertaking Internal Research. • What works projects e.g. on reoffending. • Support the sector with intervention design and evaluation (e.g. theory of change). • Youth justice convention.

Current Research Priorities: Examples • Restraint • In response to recommendations in the Restraint Advisory Board’s (RAB’s) 2011 MMPR assessment report, the YJB has commissioned two pieces of research on restraint methods on behalf of the government: • 1. comparing the physiological and self-reported impact of four different head-hold techniques. • 2. review of existing non-pain-inducing restraint techniques employed in a range of different settings and countries to manage volatile and serious situations.

  5. Transforming Youth Custody (TYC) – Resettlement YJB establishing 4 new resettlement consortia as part of the TYC programme, building on learning from previous pilots. Looking to launch an accompanying research project in next few months concerned with: • assessing implementation • drawing out lessons from delivery YJB will also look at feasibility of examining impact of the new approach on key YJ measures.

  6. Future Vision for Research and Effective Practice… • New approach to Effective Practice, including: -Revised Effective Practice Classification Framework -New and Improved Effective Practice Library -Proactive work to interpret YJ evidence base -Products for sector to translate and apply the evidence base -Closer alignment with Workforce Development. • Grounded in other models of working (e.g. Cabinet Office What Works agenda). • Development of closer working with the YJ sector, academics etc.
