Swedish implementation of the BWMC 13 Feb 2004 Convention adopted by IMO 7 Oct 2004 Swedish Maritime Administration gets assignment from government to investigate: - need of constitutional amendments - advise on how to facilitate implemention - assess consequences of a ratification 25 Feb 2005 Assignment reported. Calls for further clarification on several issues!

Swedish implementation of the BWMC • 15 Feb 2007 Government appoints a special investigator to led a official investigation of the State (SOU) • 2 Feb 2008 “Ballast Water Convention – about a Swedish Accession” was reported to Government. • 9 Juni 2009 Decision by the Government to put forward the legal proposition to Parliament • 23 Nov 2009 Sweden ratifies the Convention

Swedish implementation of the BWMC • Conclusions and assessments regarding ballast water management: • BW reception facilities not appropriate • BW exchange according to B-4.1 is not possible for • most of the ships that call at Swedish ports • Designated exchange areas not appropriate in Swedish economic zone

Swedish implementation of the BWMC • Aspects considered when evaluating designated exchange areas: • - Conditions for survival and for spread of organisms • salinity, distance from land, wind, streams, et cetera • - Impact on areas valuable for fishing and biodiversity • - Concerns for ships - safety, routes • - Water quality – e.g. presence of algae

Swedish implementation of the BWMC • BWM.1/Circ.10 Accession by Sweden • Reservation of not fully complying the Convention • “Due to geographical, hydrographical and hydrological conditions, Sweden cannot fully comply with the requirements regarding Ballast Water exchange, and will therefore not fully comply with the requirements of the said Convention until the year 2017. In addition, regulation B-3.3 will not be applied until the second • yearly survey of ships, but at the latest by the end of December 2011.”
