Publicity Material • All documentation and publicity material must acknowledge the funding. (Logo’s or strapline) • Strapline; ……is funded by the European Agricultural Fund for Rural Development and the Welsh Government through the Rural Development Plan for Wales 2007-2013
Logos • Axis 3 Logo • Axis 4 Logo
Logo Requirements • All logos must be proportionate to the size of the document/publication. • Logos and text must be fully legible. • Coloured logos must be used where possible (Black and white acceptable with prior approval) • Logos must be displayed in a prominent place at any events, seminars, exhibitions etc.
Publicity contd. • Always refer to guidance documents and CD. • Where appropriate all publicity must be bilingual. (Welsh Language Act 1993/WAG Guidelines) • All publications and promotional material must be approved by the Lead Body prior to production and distribution.
Web Pages • Website must display correct logos and acknowledge the project’s support from RDP (Axis 3 or 4). • Link to EU Commission’s Rural Development page and Welsh Government RDP pages. http://ec.europa.eu/agriculture/rurdev/index_en.htm • Must contain details of the RDP project and RDP in general.
Compliance • EU requirements not Lead Body. • Failure to adhere to these requirements could result in payments being withheld or “clawed back.”
Monitoring • The monitoring of projects is YOUR responsibility – this is a requirement of the funding. • The Lead Body will carry out monitoring visits with all projects – this is also a requirement of the funding. • Monthly monitoring to begin with. • Monitoring forms to be completed – Prior to meeting.
Monitoring Form The monitoring form contains sections that require details of; • Project Expenditure – Under/Overspends etc. • Timescales – Expected changes/Reasons • Targets – Annual/Total • Budgets – Projected Spend etc. • De-committal?
Monitoring Contd. Monitoring will involve; • Discussing project progress • Outlining project activity. • Reviewing financial situation. • Recording achievement of outputs & results. • Any other issues/concerns. • Monitoring and reviewing systems, controls and processes. • Look at service improvements/best practice.
Evaluation • Project Evaluation must be carried out. • Main aim – To improve future delivery The project needs to be evaluated in terms of; • Achievement of targets and outputs • Spend – Value for money? • Justification for under/overspends • Lessons learned from project • Ideas for future best practice Evaluation guidance will be provided nearer to the end of the project.
Rural Inspectorate Wales (RIW) Main Aim: • To meet the Welsh Assembly Government obligation under Articles 27, 28 and 30 of the Commission Regulation (EC) No 1975/2006. • Ensure all expenditure declared is; • Actual • Eligible • Consistent
RIW Contd. On the Spot Visits • Ensure all appropriate information and documentation is available • Systems & Record Management • Organisational Structure • Expenditure • Receipts • Publicity • 48 hours notice!
