Aims of this seminar • Position of SCHE in the European Higher Education Area • Position of institutions offering SCHE, in the national systems
SCHE • We have level 5 within the EQF • We have SCHE within the European Higher Education Area – on a voluntary basis (a decision has to be taken/ has been taken by the national government) • Combining EQF and EHEA = combining NQF and NHEA • EQF descriptors + Dublin Descriptors = NQF descriptors for the HE-levels
Level 5 We have in Europe a lot of ‘situations’ like: HVET Post-secondary Programmes within or linked to the bachelor Non-formal programmes Certificates Level 5 – non-tertiary
SCHE and this seminar • What kind of actions do we need for… • Having in 2020… • In every member state (and other countries):- level 5 (linked to the EQF)- SCHE (formal degree)- SCHE in HE and ‘within or linked to the Bachelor’ • Recommendations to… EC? BFUG? Or…
SCHE institution • SCHE is higher education • So… the institution of SCHE is ‘member’ of the Higher Education System (like in the USA) • The same regulations: QA, accreditation… • If ‘stand alone’ (SCHE Institution), transfer from SCHE to a Bachelor is regulated in the law • Maximum use of credit transfer, based on agreements
Institutions and this seminar SCHE providers deserve a clear position Part of HE (also if SCHE is labour market oriented) Where relevant: Full partners in cooperation with providers of Bachelors If necessary: implementing new professional bachelors within the system… Who can we address for this? And how?
Study on Level 5 (1) • Tender by: CEDEFOP (and EC) • Research in countries with a NQF (15 countries) • Next Academic year
Study on Level 5 (2) • Research questions… and SCHE • Qualifications referenced to Level 5 and how do countries differ in their use of level 5?
Study on Level 5 (3) • Key purposes and functions of those qualifications • Their profiles – in term of learning outcomes / other criteria for placing at level 5
Study on Level 5 (4) • Learning outcomes & ‘best fit’ approaches: how applied for assigning them to Level 5? Challenges and opportunities • Level 5: Improve linkages between sub-systems and for development of new qualifications
Study on Level 5 (5) • Implications of qualifications based on LO for individuals: access, progression and transfer of learning outcomes • And then: similarities and differences between countries or systems
Peer Learning Activity (1) • April 2012 in Brussels • On Level 5 in general • With experts and contact persons from countries (Ministries / NQF-experts / EQF coordination group / managers of National Coordination Points)
Peer Learning Activity (2) • Conclusions:- many systems- different approaches- different backgrounds and histories • Also a matter of (national) politics… • Depending of understanding and trust beween VET and HE • Example: Germany…
So… • A transparant and accepted NQF is the ‘key’ factor • Broad accepted descriptors for the levels are necessary • And at least a formal degree at level 5 as starting point for other qualifications… or maybe two ‘reference qualifications’:- labor market driven- within or linked to the (professional) bachelor
And… • Can we learn from the Americans? • Mixing Vocational and Academic education… • Mixing credit and non-credit programmes… • Mixing learning at school and learning on the workplace…
Maybe… • Having European ‘players’ in VET(EfVET, EUproVET, Efta…) • Having European ‘players’ in HE(EUA, EURASHE…) • Having EQF, EHEA… and a working field asking for relevant programmes • Knowing that SCHE is the pivot point in the LLL-framework • Can we start with a broad ‘EU Working Group on SCHE’?
