WORKSHOP LANGUAGE PROFICIENCY REQUIREMENTS IMPLEMENTATION DEFINING PRECISE TRAINING OBJECTIVES Eleonora Italia Enac Personnel Licensing Director 3 - 5 March 2010 Rome - Italy
ICAO ANNEX 1 1.2.9.4 • Pilots and ATCOs Shall demonstrate • the ability to speakand understand the language • used for radiotelephony communications • to the level specified in the language proficiencyrequirements in Appendix 1 • - ICAO ANNEX 1 APPENDIX 1 • ICAO doc. 9835 • ICAO Circular 323-AN/185
OBJECTIVES OF ICAO LANGUAGE PROFICIENCY REQUIREMENTS • ENSURE THAT FLIGHT CREW AND ATCOs HAVE SUFFICIENTLANGUAGE PROFICIENCY TO MANAGE ALL THE POTENTIAL COMMUNICATIVE NEEDS RELATED TO PILOTS AND ATCO COMMUNICATIONS, FROM ROUTINE PHRASEOLOGIES • TO ROUTINE COMMUNICATIONS NOT ENCOMPASSED BY PHRASEOLOGIES • TO NON ROUTINE SITUATIONS • TO OUTRIGHT EMERGENCIES TRAINING OBJECTIVES
IMPROVE RADIOTELEPHONY COMMUNICATIONS EFFECTIVE AND SAFE THROUGH GOOD QUALITY AVIATION-SPECIFIC LANGUAGE TRAINING PROGRAMMES LANGUAGE PLAYING A PROBLEM-ALLEVIATING AND PROBLEM-AVOIDING ROLE NOT ONE ATTENTION-DEMANDING OBSTACLE
ICAO ANNEX 1 APPENDIX 1 1 PROFICIENT SPEAKER HOLISTIC DESCRIPTORS ICAO RATING SCALE 2 SPEAK AND UNDERSTAND RADIOTELEPHONY COMMUNICATIONS 3 As a whole, the scale serves asbenchmarksfor training and testing, and in assisting candidates to attain the ICAO operational level
1 PROFICIENT SPEAKER • COMMUNICATE EFFECTIVELY • COMMUNICATE WITH ACCURACY AND CLARITY • USE APPROPRIATE STRATEGIES TO EXCHANGE MESSAGES AND TO RECOGNIZE AND RESOLVE MISUNDERSTANDINGS • HANDLE SUCCESSFULLY AND WITH RELATIVE EASE A COMPLICATION OR AN UNESPECTED TURN OF EVENTS • USE A DIALECT OR ACCENT INTELLIGIBLE TO THE AERONAUTICAL COMMUNITY
2 SPEAK AND UNDERSTAND • FOCUSED ON SPEAKING, LISTENING AND INTERACTIVE SKILLS • COMMUNICATIVE APPROACH • INVOLVES MORE THAN MEMORIZING WORDS AND PHRASES • FOCUSING ON GRAMMAR IS ALSO NOT VERY EFFECTIVE
RADIOTELEPHONY COMMUNICATIONS 3 ENGLISH FOR SPECIFIC PURPOSE: TRAINING FOCUSED ON THOSE FEATURES OF THE LANGUAGE WHICH ARE REQUIRED FOR THE TASK AT HAND AVIATION ENGLISH: COMPREHENSIVE BUT SPECIALIZED SUBSET OF ENGLISH RELATED TO AVIATION INCLUDING PLAIN LANGUAGE FLIGHT ATTENDANTS, DISPATCHERS, RAMP AGENTS, … ICAO PHRASEOLOGY STANDARDIZED AND TECHNICAL WORDS AND PHRASES LEARNED AND ASSESSED WITHIN FLIGHT TRAINING COURSES SUBCATEGORY OF AVIATION ENGLISH. INCLUDES BUT MUST NOT BE LIMITED TO PHRASEOLOGY. ALSO INCLUDES PLAIN LANGUAGE IN AN OPERATIONAL CONTEXT RADIOTELEPHONY ENGLISH
DEFINING THE TRAINING OBJECTIVES ESSENTIAL FOR EFFECTIVE TRAINING FOR DEFINING THE CONTENT OF THE COURSE: PROGRAMME CURRICULUM METHODOLOGICAL APPROACH
IDENTIFYING TRAINEES ⇨FOR BEGINNERS (GENERAL ENGLISH, PRELIMINARY TO AVIATION ENGLISH) ⇨ TO REACH THE OPERATIONAL LEVEL ⇨ TO MAINTAIN THE OPERATIONAL OR EXTENDED LEVEL
IDENTIFYING TRAINEES AB INITIO STUDENTS PILOTS ATCOs PROFESSIONAL PERSONNEL NATIVE SPEAKERS NON NATIVE SPEAKERS
PLACEMENT TEST NON NATIVE SPEAKERS AB INITIO CADETS ATC TRAINEES ACTIVE OPERATIONAL PROFESSIONALS APP. 1 TO JAR FCL 1.160 AND 1.165 ATPL INTEGRATED COURSE – THE FTO SHALL ENSURE THAT BEFORE BEING ADMITTED TO THE COURSE THE APPLICANT HAS SUFFICIENT KNOWLEDGE OF MATHEMATICS, PHYSICS AND ENGLISH AS BENCHMARKS TO ESTABLISH THE TRAINING PROGRAMME
HOWEVER PROFESSIONALS WITHIN THE AVIATION COMMUNITY AFFECTED BY ICAO LANGUAGE PROFICIENCY REQUIREMENTS ARE IN THE MIDDLE OF THEIR CAREERS AND FACE RIGID TIME PRESSURES; THEY NEED TO ATTAIN ICAO OPERATIONAL LEVEL 4 LANGUAGE PROFICIENCY AS QUICKLY AS POSSIBLE. AS SUCH, THE AVIATION INDUSTRY MERITS THE MOST EFFICIENT LANGUAGE TRAINING AVAILABLE!
CRITICALITIES NO NEED TO GET THE APPROVAL FROM THE CAA 18 TRAINING CENTRES SUBMITTED THE TRAINING PROGRAMME (AND TRAINERS QUALIFICATIONS) TO ENAC APPROVAL REQUEST OF INTEGRATIONS, MODIFICATIONS APPROVAL WHAT ABOUT THOSE WHO DON’T SUBMIT THE PROGRAMME TO THE AUTHORITY?
