Different kinds of accommodation and support matched to need – Individual Supported Living with 24 hour a day support Self contained flat or house - own front door – with tenancy – paying rent Support can be up to 24 hours a day and tailored to meet individual’s needs Shared House Supported Living with 24 hour a day support Own room in a shared house with communal kitchen, lounge etc. – with tenancy – paying rent Support can be up to 24 hours a day and tailored to meet individual’s needs Share responsibilities with housemates like cooking, cleaning and paying the bills . Registered Residential Care Own room in a shared property with staff on shift 24 hours a day Registered with and inspected by The Care Quality Commission (CQC) Rent and support in one package. Nursing Care Similar to residential care but for people who may need care from a registered nurse Registered with and inspected by The Care Quality Commission (CQC)

Project Care • Reprovision of accommodation and support services for older people and people with learning disabilities - countywide • Completed – 7 care homes for older people 81 units of supported living and 30 registered care beds for people with learning disabilities • In progress – 8th and last older people’s care home – Chesham – 2014

  9. Project Abode • Developing a mix of new Supported Living and Registered Care services for 52 people previously living in 8 NHS homes – countywide. • Completed • – 43 units of supported living and 6 registered care beds

Home Options • Reprovision of accommodation and support services for people with mental health needs • Replace 4 registered care homes and 2 supported living services with 9 new supported living schemes and 1 registered care unit - 79 units of care in 10 locations across the county • Completed – 58 supported living flats and 9 registered care beds • In progress - 12 supported living flats – Amersham – 2014

  18. Learning Disability Future 200- 220 units of specialist accommodation will need to be developed before 2035. This equates to an average of 8 -12 units of accommodation per year. In the first 5 years we would wish for an accelerated provision so as to maximise transition from current market position to one that meets current needs and demand and as such we would wish to see growth of approximately 16-24 units each year for the next five years.

  19. Mental Health Future It is predicted that to in order to meet anticipated demand an additional 25-30 units of specialist accommodation will need to be developed by 2035. There is need for 8 units of accommodation to be delivered within the next two years and then a further 8 units within the next 5 years.

  20. Physical Disability Future It is predicted that to in order to meet anticipated demand an additional 20-25 units of specialist accommodation will need to be developed by 2035. There is immediate need for 8-10 units and then 6-10 units of accommodation to be delivered within the next three years and then a further 6-10 units every following 5/6 years.

  21. Older People Future It is predicted that to in order to meet anticipated demand an additional 2000 units of specialist accommodation will need to be developed by 2035. There is need for 100 units to be delivered each year in a mix of approximately 50% Nursing Care & 50% Residential/ Extra Care.

Background: Why are we looking to commission this support ? • Children and Families Bill • 4 main outcomes including Independent Living Skills • Preparing for Adulthood • Local Post 16+ Provision • Transitions Work • Very little specialist support regarding independent living for young people aged 18-25

Objectives • Promote independent living skills • Promote access to education , employment and training opportunities • Promote learning and development skills that will enable individuals to live fulfilled lives and make the most of their abilities and potential • Offer practical support and personal care to meet individual assessed needs that will enable individuals to remain safe and secure • To work closely with local post 16+ specialist units • To promote health and well being. Outcome tools are available some which have been developed locally

Service Model • Care and support will be a three step model • It will need to link into their educational, vocational and employment programmes • Not permanent, it will provide short to medium term support • Young Person needs to be eligible under Fairer Access to Care services • 18-25 • Preparation work might need to take place before this • Provider will need to support person to identify and access move on • Partnership working essential with education including local colleges and employers is essential

PREFERRED PROVIDER LIST EVENT • It is the Council’s intention that we secure sufficient accommodation and care and support in Buckinghamshire to meet the current and future needs clients in eligible for registered care and supported living. • The current Supported Living Framework is due to expire in November 2013, with no option to extend.

  40. Strategy The option offering best value and flexibility is: • A preferred provider list for ‘Care and Support’ only; and • A rolling list of expressions of interest for ‘Accommodation’ Both processes will be commissioned via the South East Business Portal.

  41. Care & Support The Preferred Provider list will: • Be open to new entrants on a six monthly basis • Be maintained for 3 years • Be a two stage process: - Approval: Providers will be required to meet a pre-determined minimum criteria. - Call Off: A mini competition is undertaken for each activity where more than one provider on the preferred list has the potential to deliver the service requirement(s).

  42. Care & Support: Approval Process Providers will be accepted onto the Preferred Provider List if they meet certain criteria, similar to a Pre-Qualification (PQQ). The areas of Assessment consist of: Technical and Professional Ability Legal Standing Financial Standing

Call Off Process Call Off / Direct Award: • The second stage of the process will involve a call off or direct award depending on the nature of the service(s) commissioned. • A call off (also known as a mini-competition) is undertaken by AFW Commissioners for each activity where more than one provider on the preferred list has the potential to deliver the service requirement

Mini-Competition Process • Providers will be required to demonstrate a much more detailed understanding of the specific service model. • A direct award will only be undertaken by AFW Commissioners when there is only one provider on the preferred list who is capable for delivering the service requirement • Evaluation of providers at the call off / direct award should be based on a price (40%) and quality (60%) weightings

  45. Accommodation • Accommodation Only: • AFW Commissioners and the Council’s Legal team will develop a standard set of terms and conditions (the basis for the nominations agreement) under which the Council will conduct business with property developers for the purposes of supported living. • The Terms & Conditions will be published on the South East Business Portal (SEBP)

  46. Accommodation • Property Developers may express an interest in building properties in Buckinghamshire at any time, subject to terms and conditions. • A rolling list of providers is established and maintained. • When AFW Commissioners identify a property requirement, it is uploaded onto the SEBP • If more than one provider expresses an interest, then AFW Commissioners will conduct a mini competition exercise to identify best overall value.
